Org. Setting and Reporting The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions.

The position is located in the Protection Coordination Unit (PCU) in the Division of Partnership and Specialized Support (DPSS). The incumbent reports to the Chief of PCU or his/her/their designate. Responsibilities Under the supervision and direction of the Chief of PCU or his/her/their designate, the incumbent performs the following functions:

Project Management: - Coordinates the development and implementation of ongoing and planned projects to create efficiencies and enhance capabilities in the management and coordination of close protection operations, including operational, technical and administrative (including procurement processes as required) components. This includes operational tools such as Protective Services Reconnaissance (PSR) modules, as well as data base software and new Protective Services Standards.

Operational coordination: - Identify and coordinate the deployment of close protection assets required to support the travel of Senior United Nations Officials (SUNOs) in locations where complex operations are deployed; develop and maintain an effective monitoring system of close protection operations. - Determine the requirement for personal protection measures to be provided to SUNOs at their duty station or when visiting locations which require enhanced protection coordination; make recommendations to the Chief of Unit or his/her/their designate. - Liaise with the office of the Protectee, through the Security officials of the United Nations entity to obtain personal protection profiles and ensures they are maintained, accurate and up to date. - When required, liaises with Member States' law enforcement agencies to ensure effective security arrangements. - Liaises with expert institutions and organizations in the field of close protection in order to keep abreast of innovations and best practices. - Provides enhanced protection coordination in regard of joint protective operations, when required, including in locations within the area of operations of UN Field Operations. Monitor and oversee the travel of key SUNOs as it relates to their security. Provides updates to the PCU monitoring mechanism. - Monitor threat and threat trends; review personal security risk assessments, concept of security, operational plans, making recommendations on the security measures, and coordinating the delivery of threat and risk assessments and security threat information in support of protective operations. - Identify sources of information with the UN entities to be used in gathering data in support of threat and trends analysis.

Operational Support - Carry out administrative responsibilities related to the Unit including programme planning, budget development, financial monitoring of close protection assets, review of close protection officers' qualifications and makes recommendations on training as necessary. - Assist UN Field Operations in filling up their close protection vacant positions. - Conduct Protective Services Assessments, reviewing status of Close Protection Units in UN Field Operations and recommend appropriate actions to ensure compliance with UNDSS Close Protection Standards. Monitor implementation as appropriate. - Identify resources needed to operationalize a Departmental Close Protection Standby Capacity, deployable at short notice. Coordinate deployment of close protection officers in support to SUNOs and other UN Officials for which protective services are recommended as a mitigation measure; this may include Panel of Experts as non-UN personnel. - Keep abreast of international best practices applied for close protection operations in locations classified as medium to high-risk environment. - Develop standards for protective services in the UN in line with the most recent international best practices. - Conduct research and recommend best practices training methodology, to enhance UN capability and training delivery in close protection competencies, in collaboration with DSS Use of Force portfolio and RCPOC Programme Manager. - Contribute to the development and implementation of new technologies as force multiplier and interactive database / applications in support of close protection global operations, deployment, skills sustainability, training, and development of protective services personnel. - Perform other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in security management, public administration, policy, political/social science, international relations or a related field is required. A first-level university degree in combination with 2 years of close protection experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification UNDSS Certification in the Security Certification Programme (SCP) and/or Close Protection Officers Course (CPOC) is desirable.

Completion of an international, national or commercial close protection training is desirable.

Work Experience A minimum of five years of progressively responsible experience in Close Protection in a governmental, intergovernmental, military or police context, is required.

A minimum of 3 years coordination or supervisory experience in close protection operational management, including at least 1 year in a conflict and post-conflict environment, is required.

A minimum of 2 years close protection experience at the international level is required.

Experience in coordinating and liaising with multiple stakeholders is desirable.

Experience in the developing of standards for protective services is desirable.

Experience in operational support of protective operations is desirable.

Experience in the use of recent technologies in the planning and implementation of close protection operations is desirable.

Experience in procurement and administrative processes in the United Nations common system or similar international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.

Special Notice - This position is temporarily available for 364 days. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. This position is funded through General Temporary Assistance (GTA) funding. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.
