Org. Setting and Reporting This position is located in the Integrated Security Workforce within the United Nations Assistance Mission in Afghanistan (UNAMA) with duty station in Kabul.

Kabul is classified in the “E” category and as a non-family duty station.

Under overall supervision of the Principal Security Advised (PSA), the Security Coordination Officer reports directly to the Area Security Adviser for Central Region.

Responsibilities Within delegated authority, the Security Coordination Officer may be responsible for the following duties:

  • Prepares draft of security plan for the mission, designated region or geographic area, including all aspects related to elaboration, development, and implementation and updating of the plan.
  • Maintains continuing lines of communication with security focal points and all other agencies in Afghanistan to ensure maximum security coordination.
  • Assesses prevailing local security conditions, identifies security trends and advises UN staff and programme personnel on potential security problems, such as mines, IEDs, kidnapping, armed attacks, arrest and detention.
  • Conducts trend analysis, gathers comprehensive information on all factors of insecurity and determines the relevance, validity and reliability of security information and its resources.
  • Maintains an ongoing evaluation of air, land and sea evacuation routes and resources for use in emergencies and ensures the availability of vehicles, aircraft, fuel supply and assessable roads.
  • Maintains office security by conducting physical security inspections of facilities, issuance of identity cards, if possible background checks, and entry control.
  • Provides advice and training to staff on residential security measures such as window guards, alarm systems and locks to minimize burglar intrusions.
  • Maintains dialog with authorities and international institutions, such as Red Cross/Red Crescent and INGOs in the event of natural disasters.
  • Ensures availability of emergency communications system by making periodic checks to determine if system is functioning properly and arranges for necessary repairs or adjustments.
  • Investigates accidents involving UN vehicles and prepares report of findings.
  • Investigates security-related incidents involving UN staff members and programme personnel.
  • Conducts security training in such subjects as the security management system, responsibilities of Area Coordinator and Wardens, and personal security awareness.
  • Assumes responsibility for guard force management.
  • Maintains protection detail for senior officials as necessary
  • Performs any other duties as may be assigned by the ASA CR; Chief SIOC and or the PSA.

    Competencies Professionalism: Excellent knowledge and understanding of methodologies for information collection, collation and analysis. Ability to develop research projects and perform studies on practical security matters. Knowledge of security management combined with solid background of military or other security specialization. Ability to deal effectively with stress factor when encountered in security management. Ability to apply technical skills to understand and consolidate the varying specializations such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security system management. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Client orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view. Establishes and maintains productive partnerships with clients by gaining their trust and respect. Identifies clients’ needs and matches them to appropriate solutions. Monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems. Keeps clients informed of progress or setbacks in projects. Meets timeline for delivery of products or services to client.

Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education An advanced university degree (Master’s degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social/military science or international relations with focus on security management or related fields is required. A first-level university degree (Bachelor's degree, or equivalent) in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military academy (for commissioned officers), which may be considered its equivalent, and in combination with four additional years of qualifying experience in military, police or security management.

Work Experience A minimum of five years of progressively responsible experience at senior level in security operations management or control within a military, police or security organization out of which three years of experience in crime or terrorism prevention, security risk, disaster or emergency management and preparedness in public or private sector is required.

At least two years of work experience and exposure at the international level in conflict and or post conflict high risk security environment is required.

Specialized experience in such areas as security programmes security analysis, planning, design, implementation and risk assessments for operational implication identification in matters related to security is desirable.

Certification in the UNDSS Security Certification Program (SCP) is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
