Org. Setting and Reporting This position is located in Tripoli, Libya. The post is expected to redeploy to Sirte, subject to certain conditions or when authorized by the Officer-in-Charge, Head of Mission, or the Chief of Mission Support. The incumbent will report directly to Chief Security Adviser and the Chief CMC Monitor through the Chief Security Officer on the daily management and implementation of the CMC security program activities.

On 28 October 2022, the Security Council renewed the mandate of United Nations Support Mission in Libya (UNSMIL) until 31 October 2023, through resolution 2656 (2022). The Security Council has tasked UNSMIL, as an integrated special political Mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organization of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilize post-conflict zones, including those liberated from Da'esh. The Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities Within delegated authority, the Deputy Chief Security Officer reports to Chief Security Adviser and the Chief CMC Monitor through the Chief Security officer and is responsible for the following duties:

  • Prepares draft of security plan for the Mission, designated county or geographic area, including all aspects related to the elaboration, development, implementation and updating of the plan.
  • Establishes lines of communication with security focal points and all other agencies involved to ensure timely security coordination.
  • Serves as alternate member of the United Nations Area Security Management Team, contributing to implementation and evaluation of the effectiveness of the security plan.
  • Assesses prevailing local security conditions, identifying security trends and advising UN staff, project personnel and dependents on potential security problems, such as mines, kidnapping, armed attacks, arrest and detention.
  • Maintains an ongoing evaluation of air, land and sea evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, vessels, fuel supply and accessible roads.
  • Ensures that fire safety arrangements and fire-fighting equipment are available on the premises. Maintains a fire evacuation plan and conducts fire drills and training as necessary.
  • Maintains office security by conducting physical security inspections of facilities, issuance of identity cards, if possible background checks, and entry control.
  • Assists in reviewing and monitoring activities related to security risk management including the preparation of security risk assessments and the development of risk mitigation measures.
  • Establishes and maintains dialog with local security authorities and international institutions for coordination of efforts in the event of natural disasters.
  • Ensures availability of emergency communications system by making periodic checks to determine if system is functioning properly; arranges for necessary repairs or adjustments
  • Assists in providing advice on all security-related matters and participate in discussions and development of security policies and procedures.
  • Investigates security-related incidents involving UN staff members, project personnel or eligible dependent.
  • Assumes responsibility for guard force management.
  • Maintains protection detail for senior officials as necessary.
  • Conducts security training in such subjects as the security management system, responsibilities of Area Coordinators and Wardens and personal security awareness.
  • Performs other duties, as assigned.

Education An advanced university degree (Master's degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social/military science or international relations with focus on security management. A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree. - A first-level university degree may be substituted with a diploma from a police or military academy (for commissioned officers), which may be considered its equivalent, and in combination with four additional years of qualifying experience in military, police or security management.

Job - Specific Qualification UNDSS Security Certification Program (SCP), or equivalent, is desirable.

Certification as SSAFE or HEAT trainer, or equivalent, is desirable.

Certification in UNDSS ETB or Tactical Casualty Combat Care, or equivalent, is desirable.

Work Experience A minimum of five years with advanced university degree (seven years with a first-level university degree) of progressively responsible experience in the military, police or security management is required.

At least five years of progressively more senior experience in security operations management or control, within a military, police or security organization is required.

At least two years of experience in managing multiple and diverse military, police or security units operating in a conflict or post conflict environment, of which at least one year experience and exposure at the international level is required.

At least two (2) years' experience in special political or peacekeeping mission in high-risk setting is desirable.

Experience in managing and leading close protection operations is desirable.

Professional work experience in the Middle East and North Africa is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) and Arabic is required.
