ABOUT WFP

The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide, working in more than 80 countries. WFP is well known for its ability to deliver food assistance rapidly to people in need. The United Nations World Food Programme has also been awarded the 2020 Nobel Peace Prize.

The World Food Programme’s engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies and to develop programmes that seek to improve nutrition and the overall quality of life of vulnerable people.

Since 1 July 2018, WFP has been implementing a five-year Country Strategic Plan (CSP 2018-2023) to support the Government of the Philippines to address food insecurity, reduce malnutrition and build the resilience of vulnerable populations. In its strategic plan, WFP identified four outcomes and five main activities: • Strategic outcome 1: Crisis-affected people in the Philippines are able to meet their food and nutrition needs during and immediately after an emergency. • Strategic outcome 2: Women, boys and girls in provinces prioritized by the Government have adequate and healthy diets to reduce malnutrition by 2022 in line with government targets. • Strategic outcome 3: Vulnerable communities in Mindanao have improved food security and nutrition by 2022 in line with government targets. • Strategic outcome 4: National and local government agencies have enhanced capabilities to reduce vulnerability to shocks by 2022.

ORGANIZATIONAL CONTEXT

Under the overall guidance and supervision of the Country Director, the Security Associate will assist in the implementation of Security operations of the WFP Mindanao Field Office and other offices, as required, and support the Head of Cotabato Sub-Office in all matters related to the management of safety and security of WFP Staff.

JOB PURPOSE

To perform tasks related to the implementation and assessment of security measures and maintenance of equipment with a view towards providing updates and recommendations to facilitate informed decision-making and secure WFP staff, facilities and operations. KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Senior Security Assistant will be responsible for some or all of the following duties:

1. Timely reporting of all security-related incidents in WFP Mindanao areas of operation to the Head of Field Office and to the Country Director. 2. Act as the direct focal point for security guards and supervisors in area assigned; support security guard supervisor in solving problems, report daily to supervisor on status; 3. Assist in the preparation of security reports, such as the Security incident reports and other security assessment countrywide or individually as requested; 4. Liaise with local security authorities; 5. Conduct field trips to support sub-offices or staff in the field at short notice whenever requested by management; 6. Actively engages in the Mindanao operation and will physically split his/her available staff time equally between the Cotabato Field Office and other suboffices; andAs required, assists in the implementation of security programming across WFP operations; 7. Be on call 24 hours a day seven days a week to support supervisor /staff if required; 8. Support supervisor in other security related matters as requested; 9. Liaise and coordinate with the local government security organizations and other appropriate national authorities and security stakeholders on all matters relating to the security of WFP staff members and their eligible dependents and property; regularly updating the security focal point at Headquarters/Regional Security Adviser on security developments; 10. Maintain the Security Plan up-to-date, including updating lists of staff, and eligible family members; ensuring that fire safety arrangements are implemented; ensuring that plans for fire/building evacuation, relocation/evacuation to a safe haven are current and implemented; 11. Assist with the security measures implementation as recommended in the Security Risks Management (SRM) process for the AoR and ensuring that all WFP offices are compliant; 12. Assess the security situation at the duty station, including assessing threats related to the WFP staff safety, and prepare security reports; report all cases where staff members and/or their eligible family members have been victims of conventional crimes; coordinate 24 hour response to all security related incidents involving WFP staff and eligible dependents; 13. Conduct security evaluations and providing advice on security measures for the residences of WFP staff and WFP offices; 14. Organize training courses on security issues/awareness and preparedness for staff members and their eligible family members as appropriate; 15. Brief newly arrived WFP staff members; 16. Ensure that the appropriate level of confidentiality is maintained with regard to security matters; 17. Evaluate, develop, and recommend procedures. Participates in discussions on new/revised procedures and practices; interprets and assesses the impact of changes and makes recommendations on follow up actions; 18. Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree preferably in political/social science, international relations, law enforcement and/or business management. Experience: At least five years of progressively responsible work experience in administration/ coordination/ cooperation at high level in large companies/organizations. Language: English is required under all circumstances. Knowledge in local dialects within WFP areas of operation is an advantage.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

- Background in information gathering and/or political analysis is highly desirable. Experience in coordination on different security stakeholders (government security forces, rebel groups, NGO’s and CSO’s) an asset. - Training and/or experience in utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing human resources administration.

REMUNERATION PACKAGE

Annual base salary (minimum): PHP773,152.20
