With strong Government commitment to child rights and support from a wide range of partners, Mali has made some progress inmoving forward some child rights indicators in the past decade. For example, infant mortality declined slightly from 56 to 54 per 1,000 live births and stunting among children under five decreased from 38 to 27 per cent between 2012 and 2018. Yet, despite 5 per cent annual economic growth since 2013, Mali remains one of the poorest countries in the world: 44 per cent of the population (55 per cent in rural areas) lives below the national poverty line. The country faces a protracted humanitarian crisis and population displacement, with constrained humanitarian access hampering progress towards the Sustainable Development Goals.

How can you make a difference?

Under the supervision of the Security Specialist in Mopti, the local Security Associate provides support services in the Security Functions related to Mopti Zonal Office.

The Local Security Associate contributes to the following functions:

  • Security Risk Management and Planning
  • Safety and Security Services
  • Security Networking and Partnership Building

Innovation, Knowledge Management and Capacity Building

  1. Security Risk Management and Planning
  • Provide supervisor with input related to the safety and security of UNICEF personnel and eligible family members, premises, assets, and resources in accordance with UN and UNICEF Security Management Systems. Participate as a member of the security cell in Mopti and advise the Head of Office in her/his capacity as Area Security Management Team member.
  • Assist in the implementation of all technical security requirements contained in the UN Security Plan, Minimum Operating Security Standards (MOSS), Residential Security Measures (RSM), and other relevant policies, guidelines, and assessments.
  • Provide technical input to UNICEF security documentation including security contingency plans and assist in drafting mandatory reports in accordance with UNICEF security reporting guidelines including Security Incident Reports (SIRs).

    1. Safety and Security Services
  • Monitor the security situation and provide information to the Head of Office and the Security Specialist, on emerging security threats to UNICEF personnel and eligible family members, premises assets and resources. Assist in security activities that support UNICEF operations in Mopti region and participate, as requested, in security risk management for all locations where UNICEF personnel and eligible family members are present.

  • Ensure that UNICEF personnel are kept informed of matters affecting their safety and security and the actions to take in the event of an emergency including those identified in the UNICEF/UN Security Plans. Support the establishment of an effective and functioning communications system (via VHF, HF and SAT PHONE) for security management within UNICEF Mopti that is fully integrated into the UN Emergency Communications System. Under the general supervision of the Security Specialist, coordinate with UNDSS to ensure all UNICEF personnel undertake all mandatory security training/briefings and participate in all security related contingency exercises. Assist in the implementation of security surveys of international personnel residences in accordance with the Residential Security Measures (RSM).

  • 3.Security Networking and Partnership Building

In the challenging security context of Mopti region, explore options to widen the range of interlocutors on security issues with a view to identify additional mitigation measures likely to enable the delivery of UNICEF programs in the region Under the general supervision of the Security Specialist and in close coordination with UNDSS, actively participate and maintain official liaison with host government agencies, local authorities responsible for security, law and order, and counterparts in the UN. Qualifications & Competences

1. Education

Secondary degree or equivalent in military/ police staff college) with focus on security management and/or related disciplines (risk management, business administration; political/social science; psychology; international relations). Recognized training in Security Management. 2. Experience

Six years progressively responsible experience with security management, ideally within the UN security management system. Previous experience in a recognized police or military, alternatively in companies providing security-related services. Experience in high risk environments required

3. Language(s)

Fluency in French and good Working knowledge of English required. Fluency in the local language of the duty station is required
