ORGANIZATIONAL CONTEXT

The World Food Programme (WFP) in Bangladesh is currently supporting the Government of Bangladesh in a variety of programmes. Acutely, WFP is supporting more than 800,000 refugees in Cox’s Bazar following the onset of the 2017 Rohingya crisis. The Security Unit in WFP enables all of WFP’s programmes in Bangladesh to be executed in the safest possible way with an attitude to “stand and deliver” in difficult circumstances.

In October 2021, UNHCR (on behalf of the UN) signed a Memorandum of Understanding with the Ministry of Disaster Management and Relief (MoDMR) to set the policy framework based on humanitarian and protection principles and the Government’s priorities and policies. The MoU will guide the UN’s humanitarian response on the island. UN engagement on Bhasan Char is to support and complement the work of the Government. WFP began technical assessments in November 2021 and has begun launching operations in early 2022. WFP’s operations will involve General Food Assistance, Nutrition, Livelihoods, School Feeding, and Common Logistics and ICT Services.

In 2022, while administrative procedures for designating duty stations, establishing appropriate accommodation on the island, etc. are ongoing, all staff dedicated to the Bhasan Char response will be based in Chittagong on their contracts. However, there is a clear expectation that most of the staff member’s time will be spent on Bhasan Char, as required. Presence in Bhasan Char will be considered mission time and eligible for Daily Subsistence Allowance (DSA) as approved by WFP. Travel to and from the island (approximately 3 hours via Navy vessel), on the island, and accommodation on the island will be provided by WFP. There are no options for private accommodation rentals in Bhasan Char.

KEY ACCOUNTABILITIES (not all-inclusive)

Reporting to the National Security Operations Support Officer, the Security Associate will be responsible for the following duties:

  • Review security threats and risks in detail and compile accurate reports on trends and situations that could adversely impact WFP operations, in order to ensure information is accurately collated and sent to senior security staff to support reporting and decision making;
  • Review security-related information (e.g. security incidents and events, security support to daily activities, etc.) and use corporate or local information management tools to produce a range of analyses and in-depth reports, to ensure that information is readily available for relevant stakeholders;
  • Liaise and co-ordinate with local administration, security and law enforcement authorities, communities, UN/NGO security staff, and other actors, to facilitate access for safe programme delivery and to mitigate potential risks against staff and other resources;
  • Plan and coordinate staff activities during field missions and perform security assessments within the area of responsibility to support safe and effective programme delivery;
  • Analyze security assessment reports following field missions and present detailed recommendations for risk mitigation to support security situation analysis and facilitate decision-making;
  • Assist in advising the Management on security risk management matters and safety issues in compliance with the United Nations Security Management System (UNSMS);
  • Support the implementation of risk management mitigation measures, including eSRM standards ensuring compliance;
  • Maintain a close working relationship with the UN Department of Safety and Security (UNDSS) and appropriate WFP security personnel regarding all aspects of mission/program safety and security;
  • Provides advice and training to UN personnel and eligible dependents on security matters, as assigned;
  • Investigates security-related incidents involving UN personnel, project personnel or eligible dependents;
  • Contributes to the identification of gaps in existing capability and make a recommendation for amendment where necessary;
  • Assists in planning of protective services for Senior UN Officials, as necessary;
  • Draft routine correspondence to respond to inquiries in respect to relevant administrative and personnel matters; schedule meetings and appointments; maintain files of administrative instructions and other rules and regulations; provide guidance and training to other administrative assistants;
  • Perform the duties of the National Officer in his/her absence;
  • Assists in development of Security training to be delivered to all staff.

OTHER SPECIFIC JOB REQUIREMENTS

• Work closely with WFP Civil Military Coordination Officer in Cox’s Bazar, Chittagong and Bhasan Char island in order to build relationships with the Bangladesh Military and other local security forces; • Oversee all marine passenger transport operations undertaken by the organization; • Oversee and manage emergency/medical evacuations of staff in coordination with management.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Security Management, International Relations or Law Enforcement or other relevant fields. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.

Experience: A minimum of 5 years of progressively responsible work experience in a humanitarian or United Nations Professional Security role with 2 years of experience in Bangladesh Military or Law Enforcement roles is required. Additional experience in government or private sector dynamic environment and experience with marine-related operations is highly desirable.

Languages: Fluency in both oral and written communication in English and Bangla is a requirement.
