Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in Bangladesh supports the government to implement commitments to international normative standards on gender equality and women’s human rights. The new UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 was launched in 2021 and the corresponding UN Women Bangladesh Strategy Note (2022-2026), defining UN Women’s strategic engagement in Bangladesh, has also been finalized. The country strategy focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans and budgets; supporting efforts to prevent and eliminate violence against women; promoting women’s access to decent and safe work; promoting policies and government investment in women’s empowerment and resilience building in the context of climate change, humanitarian crisis as well as other threats to peace and security. UN Women works with a range of stakeholders in Bangladesh including the government, civil society and women’s organisations, youth, UN agencies and donors, to promote gender equality and women’s empowerment.

UN Women in Bangladesh is supporting the Government of Bangladesh with the Rohingya humanitarian crisis response, having developed a humanitarian response programme in partnership with the Ministry of Women and Children Affairs to meet the specific needs of the most vulnerable and marginalized Rohingya Refugee Women and Girls and the women and girls in the host communities affected by the refugee influx in Cox’s Bazar. The objective of the programme is to ensure protection, as well as equitable and safe access to and benefit from life-saving humanitarian assistance and information to the most vulnerable, and marginalized Rohingya and host community women while assisting them to live with dignity, regain resilience and overcome restrictive gender norms. UN Women has established partnerships with local government actors, humanitarian actors, local women-led and women’s rights organizations to promote gender-responsive humanitarian action and provides technical and coordination assistance through its Gender Field Officers in the camps and through the Gender in Humanitarian Action Working Group (GiHA WG) for the Rohingya Refugee Response to promote gender-responsive humanitarian action across humanitarian agencies in Cox’s Bazar.

Reporting to the Country Representative and with technical guidance from UN Women Regional Security Specialist and reporting on a day to day basis to the Head of sub-office in Cox’s Bazar and the Operations manager in Dhaka, the Security Associate will be responsible for support and assistance on all aspects of safety and security in UN Women in Bangladesh.

Duties and Responsibilities

Provide administrative support to assessing the security situation of the host country, and in Cox’s Bazar.

  • Coordinate, and provide administrative support to periodic security assessments of UN Women facilities and assets;
  • Provide administrative support to the coordination of security evaluations for residences (Residential Security Measures - RSM) of UN Women personnel, as well as on the latest trends and threats to personnel safety and security;
  • Collect information about possible security threats to personnel, programs, facilities, and assets and provide inputs to reports.

Liaise with the local security community:

  • Liaise and coordinate, as appropriate, with the host government security organizations and/or personnel, including national and local authorities, UNDSS, military, and police officers, as well as non-governmental organizations and other non-State actors;
  • Maintain regular contact with Security Focal Points and LSAs of UN agencies, as required;
  • Participate as a member of security groups, particularly inter-agency security groups, as delegated;
  • Attend UN security management meetings such as the ASMT in Cox’s Bazar and the country security cell, as delegated.

Collect, update, and communicate information regarding security:

  • Draft security unit announcements and notices to personnel;
  • Ensure timely and accurate dissemination of security information and precautions to personnel;
  • Conduct regular communications with UN Women Security Focal Points;
  • Ensure the proper and timely dissemination of analytical products and outputs of the Section to stakeholders;
  • Provide updates and information to HQ in relation to the security, intranet portal, and documentation.

Maintain and review the Security Plan, including updating personnel lists:

  • Provide inputs to the preparation and review of the UN Women and UN security Plan;
  • Provide logistical support during the implementation of the Security Plan, as required;
  • Maintain security equipment and inventory;
  • Maintain and coordinate the UN Women Warden System, as required;
  • Maintain and coordinate with the line manager regarding Ever bridge.

Monitor and support Organizational security compliance with the Security Risk Management Measures (SRMM) established for the duty station in Cox’s Bazar, and assist with monitoring compliance of the sub office(s) and country office:

  • Compile data required for the SRMM Self-Assessment of UN Women and UN Security, Safety Compliance Survey (SSCS) processes;
  • Provide logistical support to the UN Women Security Focal Points in the completion and updating of the SSCS;
  • Provide administrative support to the UN Women's Security Focal Points in the evaluation and implementation of the UN Women Security, Safety Compliance Action Plan (SSCAP);
  • Maintain a database of security compliance of UN Women sub-office in Cox’s Bazar and the country office in Dhaka;
  • Monitor contributions to the implementation of SRMM in Dhaka and the sub-office in Cox’s Bazar.
  • Report security incidents affecting UN Women personnel, programs, offices, and assets, as appropriate:
  • Collate information and provide inputs to security reports, such as the Security & Safety Incident Reporting System (SSIRS), Security Risk Management (SRM) Assessments, and other ad-hoc incident reports;
  • Share all security and safety incidents/reports to the line manager and Regional/Deputy Security Specialist;
  • Provide updates to ongoing incidents as required;
  • Track and log security incidents as required;
  • Review local and national security contexts and provide Management with appropriate and timely security advice.

Coordinate and conduct training courses on security awareness and preparedness:

  • Provide administrative support to the organization of training and briefings;
  • Prepare documents and presentation materials for training;
  • Maintain records of training certificates;
  • Conduct security training sessions; if qualified;
  • Provide security orientation to newly assigned personnel members;
  • Contribute to inter-agency security trainings, including to trainings led by UNDSS.

Provide administrative support to the budget and finances of the Security Team:

  • Provide inputs to annual work plan/s and related budget; initiates security budget revisions for approval;
  • Monitor and support applications and process for UN Women funding in Bangladesh;
  • Prepare information for budget closures and reports as per HQ processes.

Provide general administrative support services:

  • Maintain routine and confidential correspondence files/documents;
  • Maintain a database of contact details in relation to host country security authorities; maintain a list of all UN Women Security Focal Points;
  • Ensure PEP contact lists are regularly updated and shared with all UN Women personnel;
  • Prepare and administer documentation related to travel arrangements, both local and international, including Travel Authorizations;
  • Organize meetings, invite participants, and provide administrative assistance at meetings, such as taking notes and meeting minutes;(is this for security);
  • Maintain and update the UN Women global premises directory;
  • Maintain liaison with commercial companies used for UN Women security at offices and residences;
  • Maintain procedures, and relationships, and monitor private security companies hired by UN Women.

Required Skills and Experience

Education and Certification:

  • Secondary education. University Degree or equivalent in Political Science, Military Studies, Security Management, Management, or a relevant field is desirable.

Experience:

  • At least 6 years of relevant experience in security including corporate security, military or police, UN system, or an international organization.

Other Skills and Requirements:

  • Knowledge of HF and VHF radio operation;
  • Experience in diplomatic security, protection, and intelligence is considered an asset;
  • Experience in supporting the investigation, information gathering, and analysis would be an asset;
  • Knowledge of host country safety codes;
  • Computer literacy in Word, Excel (crime stats), PowerPoint, MS Access, Google Earth, and GIS applications and internet applications are compulsory Familiarity with Police and Military security operations would be a highly valued asset;
  • Possession of a valid driver’s license;
  • Bangladesh Nationality;
  • Women is highly encouraged to apply.

Languages:

  • Fluency in English and Bengali is required;
  • Knowledge of Chittagonian or, Rohingya language is desirable.
