ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). Job holders report to a Security Officer or the designate. At this level, job holders are exposed to all phases of the process and work under the direct supervision of a more senior colleague. Job holders are expected to produce organised and accurate technical work and may act as team leaders assigned to coordinate some specific tasks performed by other colleagues to ensure the required outputs are achieved. These jobs may require to work different shifts and report for duty on short notice.

JOB PURPOSE

To support security operations in the area of responsibility including monitoring and maintaining of security equipment in line with established procedures.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Advise/brief the Field Security Officer (FSO) on trends/situations that could affect WFP operations on a short/medium-term basis. Monitor local media and other sources and regularly provide comprehensive reviews of the security situation in Cabo Delgado.
  • Liaise and coordinate with the local government security organizations and other appropriate national authorities on all matters relating to the security of WFP staff members and their eligible dependents.
  • Maintain the Security Plan up to date, including updating lists of staff, and eligible family members; Ensure that security & fire safety arrangements, plans for fire/building evacuation, relocation/evacuation of staff to a safe haven are updated and efficiently implemented.
  • Maintain Minimum Operational Security Standards (MOSS) for equipment; ensure that all WFP premises are United Nations Security Risk Management system (SRM) and WFP security policy compliant.
  • Report all cases where staff members and/or their eligible family members have been victims of crimes, including relevant security incidents into the SIMSAS database when requested; being available 24 hours to respond to all security-related incidents involving WFP staff and eligible dependents as well as to carry out security evaluations and provide advice on security measures for the residences of WFP staff and WFP offices/warehouses.
  • Provide security briefings to WFP staff members and/or visitors when required and conduct field trips to support WFP operations in the field at short notice whenever requested. Prepare detailed security assessment reports after field missions with risk mitigation recommendations to support security situation analysis and facilitate decision-making.
  • Act as the direct focal point for security guards and supervisors in the area assigned; Support security guard supervisor in solving problems, and manage access pass system, video surveillance, and alarm systems efficiently.
  • Maintain and update a library of security-related documents such as Security plan, fire safety plan, SOPs, and keep documentation in appropriate databases.

STANDARD MINIMUM QUALIFICATIONS

Education: First University Degree in the related functional area is desirable. Completion of secondary school education combined with experience in military/police force. Experience: 2 years of working experience in administration and/or security coordination in the private sector, National and/or international organizations, or Military/Police Force.

Language: Fluency in both oral and written in English and Portuguese languages.
