Result of Service The Security Advisor position supports the ICAO Chief of Security in all aspects of Security Risk Management, Crisis Management, to include policy development, operational planning, crisis prevention and response, as well as security training and testing.

Work Location Montreal

Expected duration It should be noted that this consultancy is to be filled for a period 238 days over twelve (12) months, with possibility of extension.

Duties and Responsibilities THE ORGANIZATIONAL SETTING

The Bureau of Administration and Services (ADB) plays a lead role in the administrative management of the organization by ensuring the provision of physical and human resources, by applying the highest standards of work ethics and conduct, and by using results based management skills and tools to support the Organization in implementing its Strategic Objectives, in order to serve all stakeholders of the world aviation community. The Conference, Security and General Services Section (CSG) of ADB is responsible for Conference Services, Security and Risk Management and providing General Services to ICAO Headquarters, in Montreal, as well as supporting the work of seven ICAO Regional Offices and Sub-Regional Offices (Paris; Mexico City; Cairo; Bangkok; Dakar; Lima; Nairobi; Beijing)

MAJOR DUTIES AND RESPONSIBILITIES

Function 1 (incl. Expected results): Security Advisor operational planning and implementation support activities: - Provides technical support in the preparation of security risk management documentation and the operational implementation of Standard Operating Procedure (SOP) for the designated area (Canada), in compliance with UN Security Management System (UNSMS). - Reviews current Country Security Plans and maintains ongoing subject matter review to ensure current applicability. - Supports the Country Security Management Team contributing to planning and evaluation of security SOP aimed at increasing staff safety and security in the conduct of UN programme activities. - Reviews and supports safety and security planning with the management of ICAO Crisis Management Team. - Supports the Chief of Security in streamlining the technical and operational requirements for the headquarters physical security regime. - Develops and drafts Security Briefing notes for both organisational staff at headquarters senior managers. - Supports technical physical security projects as outlined in audit reports. - Further enhances SOP for the CCTV regime at HQ, Montreal. - Further enhances electronic access control regime at HQ, Montreal. - Further training regime for Floor Wardens regime at HQ, Montreal.

Function 2 (incl. Expected results): Security Coordination and liaison: - Maintains lines of communication with relevant security and safety partners at HQ. - Maintains daily operational lines of communication with Montreal Police services (SPVM) - Maintains operational lines of communication with Federal Police Services (RCMP). - Maintains daily operational lines of communication with UNDSS desk Officers in New York. - Maintains daily operational lines of communication with Canada Country security Focal Points. - Maintains daily operational lines of communication with host country partners (SPCP).

Function 3 (incl. Expected results): Operational Reporting, Audit Reports and Security Plans: - Identifies and promotes security best practices for ICAO Safety and Security Operations. - Develops and tests SOP for the execution of the both the ICAO and Canada Country Security Plans.

Skills: Essential: - Ability to write clearly and concisely and strong communication and advocacy skills. - Ability and experience to write procedures and detailed hands-on instructions. - Knowledge of security risk management combined with solid background in physical security regimes. - Ability to produce assessments, reports, and other papers on security issues. - Ability to produce reports and papers on technical issues and to review and edit the work of others. - Ability to apply UN rules, regulations, policies and guidelines in work situations. - Excellent interpersonal skills, team oriented work style, work experience in multi-cultural environment.

Academic Qualifications: A first level university degree in security management or in a related field. A first-level university degree may be substituted with a diploma from a military or police education institution, college or academy consisting of a minimum of a three-year programme plus at least three years in addition to the experience below.

Experience: Essential: - A minimum of five (10) years of progressively responsible experience in security, risk or disaster or emergency management in the public or private service areas, such as national security, military or police, or in a corporate environment is required. Of these, at least 2 years of international experience in security operations is required. - A minimum of five years of progressively responsible experience in security, risk or disaster or emergency management in the public or private service areas, such as national security, military or police, or in a corporate environment is required. - Experience in design and implementation of robust security and emergency plans and procedures. - Management experience in the public, private or corporate sector is required.

Desirable: - Experience in security management and operations at the international level, for example, at the United Nations or in a diplomatic context would be an advantage. - Formal training and experience in security threat and risk analysis, and physical security assessment will be considered an advantage. - Knowledge and experience in UN Security Risk Management System with a UN Organisation. - Safety and Security Planning Expertise. - Crisis Management Expertise. - Business Continuity Management Experience.

Language: Essential: Fluent reading, writing and speaking abilities in English and French.

Desirable: A working knowledge of any other language of the Organization (Arabic, Chinese, Russian, Spanish).

Additional Information Please note that the daily rate for Band C varies from $402 to $578 CAD.
