Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Coordinator (Shelter/NFI/WASH/SMS), the successful candidate will contribute to effective refugee response in Poland by providing leadership and support to the national Accommodation/Housing/Shelter sector coordination mechanism to ensure partner activities are in line with national and global sector policies, strategic directions, and relevant standards. She/he will work in close collaboration with co-coordinating agency(s), the Government of Poland and sector partners at national and municipal level.

The Sector Co-coordinator supports the Sector to enable partners to respond more effectively to the needs of the affected population by ensuring a coordinated approach across geographical locations, sites and organizations. In the context of the refugee response, the sector coordinator will work with partners engaged in the provision and management of collective shelters, provision of temporary individual accommodation and access to housing.

The Sector Co-coordinator works on behalf of the sector, facilitating sector activities and contributing to the development and maintenance of a strategic vision and operational response plan. She/he also ensures coordination with other sectors in relation to inter-sector activities and cross-cutting issues.

The Sector Co-coordinator supports the Sector Coordinator through the following activities: 1) Coordination a) Establish strong working relationships with all sector partners at national and in all sub-national locations to facilitate effective collaboration and communication; b) Ensure a harmonized and coordinated multi-sectorial response across the country by contributing to the development of a sector strategy in coordination with Shelter Working Group partners including relevant authorities. c) Ensure needs and gaps for the sector are assessed, documented, and disseminated. ; d) Ensure coordination across all areas of interventions, ensuring adequate coverage. ; e) Lead coordination services, including regular Shelter Working Group coordination meetings in Warsaw to ensure adequate consideration of needs and the coordination with other sectors with regards to the Regional Refugee Response Plan (RRP) in Poland; Facilitate the promotion of accountability to affected populations, participation of local and national stakeholders such as civil groups, and support coordination with government counterparts and other relevant authorities.

2) Preparedness and Capacity development a) Contribute to sector planning at national level (RRP) with regards to the development of response strategies, contingency planning including “exit”/transition strategy, and action plans for the sector; b) Undertake capacity mapping and gap identification exercises to contribute to the development of a capacity-building strategy for the sector, together with sector partners including relevant authorities.

3) Monitoring a) Ensure and monitor that all Accommodation/Housing/Shelter actors implement sector standards and guidance across targeted sites and locations; b) Ensure monitoring and evaluation of the impact of activities conducted by the sector partners, considering Accountability to Affected Populations principles and mechanisms;

4) Planning a) Organize relevant joint field missions, needs assessments and analysis among sector partners and participate in joint inter-sector needs assessment exercises as appropriate to ensure that identified needs, gaps and priorities are as evidence-based as possible; b) Ensure that the response plan of the sector is updated regularly according to evolving needs and that it establishes indicators by which performance of the sector can be measured; ensure inclusion of the strategy in common appeals and pooled funds mechanisms.

5) Reporting a) Provide technical inputs and information to Regional Response Plan and periodic monitoring reports, and other planning or monitoring processes as required (for example, contingency planning or sector coordination performance monitoring). b) Coordinate closely with all partners to collect and collate agreed upon Accommodation/Housing/Shelter reporting tools; ensure that the sector has a clear Information Management strategy in place, along with adequate IM mechanisms; c) Ensure proper communication and information flow between national and local levels, and among partners.

6) Application of standards and guidelines a) Facilitate discussion and agreement on the use of common standards and tools among sector partners; ensure integration of cross-cutting issues, such as age, gender and environment. b) Promote awareness of and adherence to relevant policy guidelines, codes of conduct and examples of good practice by all sector partners, taking into consideration the possible need for local adaptation both in terms of language and content. c) Ensure the development/ update of relevant SoPs and technical guidance, including but not limited to e.g. collective shelter management and guidelines, renovation of empty spaces, upgrades of rental properties, rental assistance, etc. and disseminate and harmonize across Poland.

7) Manage IOM’s sector focal points in the field, as required.

8) Perform such other duties as may be assigned.

UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service.
