You have:
- Master's Degree with specializations including finance and accounting.
- Minimum 10 years of relevant professional experience.
- At least 5 years of management experience in a comparable organization (international organization, public sector or non-profit organization, or equivalent).
- Professional Certification in finance and accounting (e.g. CA, CPA, ACCA) would be an asset.
- Excellent oral and written command of English.
- Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Organizational Setting
The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate. The Finance and Accounting Section maintains and monitors all accounts for the IAEA, monitors and reports on the receipts of assessed and voluntary contributions, and prepares the IAEA's financial statements and other reports to the governing bodies and Member States.
Main Purpose
Reporting to the Director (Chief Financial Officer), the Section Head plays a key role in one area of the financial management of the Agency. The Section Head provides leadership and professional direction to the staff of the Section and ensures the efficient management of the financial reporting function in compliance with the Agency’s rules and procedures. The Section Head also drives changes and process improvements.
Role
The Section Head is: (1) a leader, encouraging, inspiring and developing a team; (2) an expert and an adviser to the Director and other senior managers on financial management issues; (3) a change manager supporting and driving policy development, efficiency gains and process improvements.
Functions / Key Results Expected
- Develop, implement, communicate and monitor implementation of all Agency accounting policies, guidelines, and standards, as well as the related information systems to strengthen the internal control environment and to comply with International Public-Sector Accounting Standards.
- Develop and maintain the Agency’s internal control environment following recognized best practices in view of mitigating risks.
- Prepare in a timely manner the Agency’s and other non-consolidated entities’ Financial Statements in view of obtaining clean audit opinions from the External Auditor.
- Manage the relationship with the External Auditor and monitor the implementation of all recommendations from the External Auditor as well as the recommendations from the Office of Internal Oversights Services related to the Division.
- Manage the recording, monitoring and reporting of contributions from Member States and donors, including the related recognition of revenue from all types of contributions.
- Draft and present related documents and reports to the Agency Policy Making Organs in view of ensuring the continued confidence of Member States in the financial management of the Agency.
- Lead and develop an innovative and effective team.
- Support change initiatives, promote quality management and foster innovative solutions.
- Provide advice and reporting on financial reporting, internal controls and other financial matters to management.

Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $89837 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 41505*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
