Duties and Responsibilities Organization Setting:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office of UNEP delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives.

This consultancy announcement is meant to solicit applications for rostering purposes to serve as the pool of expertise that UNEP Regional Office for West Asia is creating within the framework of the long-term strategic partnership and the Saudi Environment Sustainability Programme with the Ministry of Environment, Water and Agriculture of Saudi Arabia. Under this programme, UNEP is supporting the Ministry in the establishment of the Middle East Green Initiative. A high-profile and experienced consultant to serve as the interim Secretary General (SG) of the Initiative is urgently needed to lead the MGI establishment.

The Consultant will perform the following duties and responsibilities:

1. Lead the Middle East Green Initiative (MGI) launch as a new institution. 2. Set up the MGI Secretariat organization structure including legal, administrative, and financial aspects. 3. Widen membership in MGI from Arab, Asian, and African countries. 4. Prepare five-year strategic plan for discussion with the Executive Committee and approval by the Ministerial Council. 5. Build a pipeline of projects for financing by MGI. 6. Appoint leading positions in MGI including Deputy Secretary General, Directors of Operations, Administration, and Finance. 7. Develop MGI guidelines/manuals for projects finance, evaluation, and implementation.

The expected outputs as follows:

1. Functional and Operational Secretariat for the MGI, including organizational structure, staffing, budgeting, etc 2. MGI Strategy and Work Programme 3. Guidelines and Manuals for Project Cycle Management 4. Business Plan for the Secretariat

Qualifications/special skills PhD in environmental science, natural resources, biodiversity, ecosystems services or any other relevant field is required.

A minimum of 20 years of relevant work experience related to biodiversity and ecosystems services in leading positions in local, regional and international organizations is required.

At least 10 years of professional experience working with international institutions is required.

Relevant and related experience in setting up new institutions is required.

Experience working in West Asia is desirable.

Languages Fluency in written and spoken English is required. Knowledge of Arabic and/or French is desirable
