Org. Setting and Reporting This position is located at the Secretariat to the Governing Bodies (SGB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC). Responsibilities Within assigned authority, the incumbent will perform the following specific duties:

  • Support the Commission on Crime Prevention and Criminal Justice (CCPCJ), the Commission on Narcotic Drugs (CND) and, as appropriate, the UN Congresses on Crime Prevention and Criminal Justice, in carrying out their functions effectively as central UN policy-making bodies within their respective mandates, and serve as Deputy Secretary to the Commissions.
  • Support policy development processes of the CND and the CCPCJ, including through the organization and substantive servicing of negotiations and through providing support to the Secretary and the Chair in this regard.
  • Liaise with Permanent Missions to provide information and clarification on the Commissions’ activities.
  • Support the implementation of international policy commitments in the areas of drugs and crime, through the Commission on Narcotic Drugs and the Commission on Crime Prevention and Criminal Justice.
  • Prepare or coordinate the preparation of documents for the Commissions and other legislative bodies, in particular CND subsidiary bodies, Economic and Social Council (ECOSOC), the General Assembly (GA), and the United Nations Congresses on Crime Prevention and Criminal Justice, including the annotated provisional agenda and key policy reports, as required.
  • Coordinate relevant follow-up on the work of the Commissions in connection with the GA, ECOSOC and other legislative bodies, including preparation of reports for those bodies and coordinating in connection with resolutions of those bodies.
  • Advise on follow-up action to be taken in response to resolutions and decisions of the GA, ECOSOC, CCPCJ and CND and its subsidiary bodies, as appropriate, in the fields of drug control and crime prevention and criminal justice.
  • Provide substantive inputs/services and advice to expert groups, working groups and symposia established by legislative bodies to examine and report on technical considerations of drug control and crime prevention (background papers, selection of experts, invitations and other related administrative arrangements, as required) and provide, as required, organizational and substantive backstopping advice to special technical meetings of the Programme, in order to facilitate decision making, linkages to mandates and the work of the legislative bodies.
  • Provide substantive services and organize working groups and the subsidiary body meetings of the CND, identify documentation requirements, coordinate their preparations; draft documents and reports (pre-, in- and post- session documents); review reports drafted by others for content, consistency and policy implications and serve as Secretary to the subsidiary bodies of the Commission on Narcotic Drugs, as required.
  • Provide substantive services and organize thematic discussions of the CND and CCPCJ, identify documentation requirements, coordinate their preparations; draft documents and reports (pre-, in- and post- session documents); review reports drafted by others for content, consistency and policy implications.
  • Promote the activities of the Commission on Crime Prevention and Criminal Justice and of the Commission on Narcotic Drugs to ensure their visibility, including through the preparations for special events and the production of promotional material related to them, and promote the Commissions’ work on social media channels and through audio-visual means.
  • Advance further the digitization of the work of the Commissions by developing appropriate meetings formats, including through innovative digital tools.
  • Perform other work-related duties as assigned.

    Education An advanced university degree (Master’s degree or equivalent) in law, political science, international relations or economics is required.

A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible professional experience in international work related to crime prevention and criminal justice and/or international drug control, is required.

Experience related to servicing meetings of, and preparing documentation for, intergovernmental bodies on matters of crime prevention and criminal justice and/or drug control, including the application of relevant rules of procedure, is required.

Experience in fundraising and project administration in an international context is required.

Experience in the production of social media, audio-visual material and web content is desirable.

Fully proficient computer skills and use of relevant software and other applications is desirable.

Experience in serving as Secretary of intergovernmental meetings is desirable.

Experience in serving as certifying officer is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, is required. Working knowledge of French and/or Spanish is desirable. Knowledge of another official United Nations language is an advantage.
