Org. Setting and Reporting In helping countries progress towards the Sustainable Development Goals, a critical focus is to support economic transformation. With countries emphasizing economic growth as especially important to their development, Resident Coordinators will need to lead UN Country Teams in reframing economic policies and practices around sustainability for inclusive, diversified and job-intensive economic transformation that leaves no one behind, protects the planet and strengthens the ecological foundations of economies. Similarly, the mobilization of sufficient financing for the SDGs remains a critical challenge. While some countries have made progress in aligning annual public budgeting with their national sustainable development strategies, UNCTs will need to support countries to prepare coherent financing strategies with a much wider range of elements, such as expenditure plans, revenue raising measures, policies to support investment and attract and align private finance with the SDGs, and development cooperation policies. DCO will need to work across the system with relevant partners to articulate common messaging, strengthen joint initiatives and help leverage the UN’s assets in these areas and support the leadership of Resident Coordinators.

This position is located in the UN Development Coordination Office (DCO) and reports to the Chief of the SDG Financing Section of the Policy and Programming Branch.

Responsibilities Within delegated authority, the SDG Financing Officer will support the work of the SDG Financing Section on effective engagement by DCO with internal and external partners on matters relating to strategic finance and economic transformation:

  • Organizes support to Resident Coordination Offices (RCOs) and United Nations Country Teams (UNCTs) on economic transformation and financing for development, in collaboration with lead agencies on these areas and closely networking and coordinating with RCO Economists and Partnerships & Development Finance Officers as well DCO Regional Offices, while promoting an effective policy-practice feedback loop between Headquarters and the field.
  • Provides substantive and secretariat support to the United Nations Sustainable Development Group (UNSDG) on SDG Financing.
  • Reviews and provide feedback on economic transformation and SDG financing aspects in the UN Common Country Analyses and Cooperation Frameworks, as required.
  • Facilitates joined-up technical support to country needs in collaboration with departments and units of the UN Secretariat and UN agencies.
  • Plans and facilitates workshops and other interactive sessions for RCOs and UNCTs on SDG financing issues.
  • Supports the development of strategic relationships with external actors, such as International Financial Institutions in the area of SDG finance and identifies the instruments, tools, and resources available for integrated thematic areas.
  • Monitors and analyzes SDG financing trends and economic transformation issues, best practices from the field, presents information gathered from diverse sources and inputs into relevant UN reports.
  • Facilitates knowledge exchange on specific macroeconomic and financing challenges faced by countries in special situations (such as Least Developed Countries, Landlocked Developing Countries, Small Island Developing States) and acts as focal point for these issues in collaboration with relevant UN entities for knowledge sharing and ensuring that support to countries is coordinated through RCOs.
  • Organizes and prepares written outputs on finance for development and other sustainable development issues, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications.
  • Prepares speeches and other inputs for presentations by senior managers on sustainable development and SDG finance issues.
  • Provides substantive support, as required, to the intergovernmental follow-up and review processes of the 2030 Agenda (especially on means of implementation) and the Addis Ababa Action Agenda on Financing for Development as well as other relevant processes such as Development Cooperation Forum and Global Partnership for Effective Development Cooperation.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations on sustainable development issues.
  • Participates in or take the lead in specific inter-agency or expert task forces or working groups either internally or with outside parties.
  • Initiates and coordinates outreach activities; designs and conducts training workshops and seminars for RCOs and UNCTs on SDG financing for capacity building; makes presentations on assigned topics/activities.
  • Performs other related tasks, as required.

Managerial Competencies:

    Education Advanced university degree (Master's degree or equivalent) in economics, finance or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in policy and advisory role related to sustainable development and development financing issues is required. A minimum of three years of experience in policy-oriented work around SDG financing, is required Experience in programme and project management in development context, especially around development finance, is desirable. Experience working within the UN Development System or a comparable international organization at the country level is desirable. Experience with supporting national economic and financing plans, policies and strategies is desirable. Experience in explaining complex concepts to broader audiences is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official UN language is an asset.
