ORGANIZATIONAL CONTEXT

SCOPE is WFP’s beneficiary identity and benefit management system. It is a flexible and powerful cloud-based digital solution that is used to manage beneficiary identities, targeting criteria, entitlements and integrate these into distribution cycles and payment instructions. South Sudan’s currently using SCOPE to provides Cash Based Transfers to approximately 200,000 beneficiaries each month. In addition, WFP plans to scale up in 2018 the use of SCOPE for in-kind distributions and to register approximately 1.5 million beneficiaries by end of 2018 and 3 million by end of 2019. The SCOPE IT Operations Assistant in the Field Office will work under the supervision of the TEC Operations Associate administratively and operationally he/she reports to the Head of Field office program and IT Scope supervisor in JUBA

JOB PURPOSE

To deliver high quality technical support, system, and data maintenance across a range of areas, to contribute to the effective delivery of IT services. KEY ACCOUNTABILITIES (not all-inclusive)

  1. Carry out system maintenance tasks, such as performing monitoring tasks, running system diagnostics, and system optimization, to ensure they are running effectively and enable easy and efficient use.
  2. Maintain technology, including standard repairs, configuration, and storage, in accordance with data security and access controls to ensure IT equipment required for WFP staff is available.
  3. Prepare files and systems for inventory and archives, such as website content and directories, to ensure information is accurate and up to date.
  4. Allocate tasks to other colleagues, ensuring that tasks are delivered to agreed standards and deadlines, to support the effective delivery of services.
  5. Respond to a variety of queries about technology and systems to assist WFP staff to deliver their services.
  6. With support of senior colleagues, provide standard training to end users of technology and systems to ensure staff use standard technology and systems effectively
  7. Perform routine deployments of server hardware and software, including testing and the identification of problems, to contribute to the effective functioning of technology.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. Language: General Service (Headquarters): Fluency (level C) in English language. Fluency (level C) or intermediate knowledge (level B) of another official language may be required depending on the location of the post or area of responsibility.

General Service (Field): Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

1. Configure SCOPE Registration Hardware and Software. 2. Assess, design and set-up IT components of Registration sites 3. Train registrars and supervise data entry 4. Run and troubleshoot data upload 5. Support business and partners in data cleaning 6. Print WFP SCOPE cards and support in cards distribution 7. Configure, set-up and support SCOPE Distribution Hardware and Software. 8. Act as first level of support for SCOPE Retailers and deal with Second Level support. 9. Undertake field missions and duty travel as required.
