OBJECTIVES OF THE PROGRAMME

To achieve the control of communicable and noncommunicable diseases throughout the Western Pacific Region by targeting the reduction of morbidity and mortality of such conditions and diseases. The division supports integrated people-centred care approaches by strengthening primary health care services for prevention, diagnosis, care and treatment of target diseases and conditions along the life-course, while ensuring to reach the unreached and achieving universal health coverage.

Malaria, other Vectorborne and Parasitic Diseases (MVP) To expand the implementation of the MVP (including Dengue and Neglected Tropical Diseases) strategy and strengthen disease control by: applying effective strategies and policies including those related to drug resistance; increasing the involvement of communities, health care providers, nongovernmental organizations and corporate partners through increased country support and strong partnerships; and to strengthen surveillance, monitoring and evaluation.

DESCRIPTION OF DUTIES

Under the guidance and supervision of the Head of WHO Country Office and with the technical support of the Coordinator (MVP) in the Regional Office, provide technical and managerial support to the Ministry of Health and National Centre for Parasitology, Entomology and Malaria Control for its programmes on malaria control, supported by the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), as well as programmes on other vectorborne and parasitic diseases. He/She will perform the following duties and responsibilities:

1) Collaborate with the Government of Cambodia and provide advice and technical support to national counterparts and partners in development of appropriate policies, strategies, and guidelines in all aspects of programme planning, organization, implementation, scale-up and evaluation of activities for the control of malaria in Cambodia and the containment / elimination of drug-resistant parasites in affected areas to:

a. provide technical support for implementation and any needed revision of the national malaria strategic plan; b. provide technical support for the development, implementation and rapid scale-up of an emergency, short- and long-term drug-resistance containment/elimination strategy and workplan; c. provide technical support in programme management through working with counterparts on the preparation of work plans, action plans, budgets, and reports as required by the GFATM; d. provide technical support for coordination, planning, implementation, monitoring and evaluation of malaria control activities including those supported by GFATM; e. gather evidence to fill knowledge gaps regarding an appropriate containment / elimination strategy; f. support the review and revision of the current malaria risk stratification; evaluate, revise and provide guidance for the private sector malaria control strategy; and g. provide support in malaria vector control, including re-introduction of indoor residual spraying and personal protection, as appropriate.

2) Cooperate with nongovernmental organizations, donors, research institutions and other stakeholders in eliminating malaria and controlling drug-resistant malaria and support the Government of Cambodia in partner coordination for strengthening the national malaria control programme.

3) Collaborate with the Government of Cambodia and provide advice and technical support to national counterparts at various levels as required in all aspects of programme planning, organization, implementation, scale-up, and evaluation of activities for the control or elimination of other parasitic diseases and arboviruses, specifically:

a. to sustain vector control for dengue and chikungunya; b. to complete the elimination of lymphatic filariasis (post-mass drugs administration surveys); c. to maintain control of schistosomiasis; and d. to sustain 75% coverage of de-worming in primary school children.

4) Promote cross-border and regional cooperation in the control of malaria and the containment of drug-resistant malaria.

5) Promote, cooperate and participate in the planning, organization and evaluation of applied field research projects in the field of malaria and support the Government in research coordination.

6) Provide support in communication and information sharing, including health promotion, dealing with media, documentation, publications and website.

7) Prepare technical and periodic reports of routine activities and assignments undertaken on special missions.

8) Provide supervision and guidance to the MVP team in the Country Office.

9) Perform other duties as may be required.

REQUIRED QUALIFICATIONS

Education

Essential: Degree in science or medicine with postgraduate degree at the master’s level in public health, tropical medicine, medical parasitology, epidemiology or science from a recognized university. Desirable: Postgraduate degree or training in programme management and evaluation or communication.

Experience

Essential: Minimum ten years’ experience in MVP control, planning, implementation, management and evaluation, including in an advisory and/or teaching capacity, whereof at least five years are at an international level. Desirable: Research experience. Experience working on proposals and/or GFATM supported programmes and knowledge of GFATM policies and procedures is a definite advantage. Experience working in international health agencies or international nongovernmental organizations and with governments/ministries of health.

Skills

-Thorough understanding of MVP and their control/elimination.

-Extensive knowledge on malaria control and experience working with malaria control programmes or projects in Asia.

-Skills in health situation analysis, strategic thinking, programme management and evaluation and in promoting national capabilities at all levels.

-Excellent communication skills.

-Proven ability to work as part of an international team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2909 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
