PURPOSE OF POSITION

The International Agency for Research on Cancer (IARC), is the cancer agency of the World Health Organization (WHO) and is based in Lyon, France.

The Environment and Lifestyle Epidemiology Branch “ENV” Objective 5 “To enable cancer prevention and control through research evidence translation” will support the IARC vision of a world where fewer people develop cancer.

Among its many objectives, the Environment and Lifestyle Epidemiology Branch (ENV) has a knowledge transfer and translation research component which is considered a cornerstone for the incumbent of this position who will lead several projects related to knowledge transfer in cancer prevention, implementation and dissemination research, that integrates evidence to serve as the basis of the development of cancer control programs and policies.

The position will allow ENV to achieve its IARC Medium-Term Strategic Objectives and IARC’s mission to inform populations on cancer prevention strategies, towards a reduction of the cancer burden, with a focus to operate within the World Code against Cancer Framework.

Under the direct supervision of the head of ENV, and overall guidance of the IARC Director, the incumbent will lead the projects stipulated in the World Code Against Cancer Framework including but not limited to:

  • The update of the European Code Against Cancer.
  • The update of Latin American and the Caribbean Code Against Cancer.
  • Initiation of further regional codes against cancer.
  • Implementation and Dissemination of new and ongoing Research projects that take into account regional specificities.
  • The scientific secretariat of the Cancer Prevention Europe consortium.

The incumbent will further work on knowledge transfer of cancer prevention through cross-agency initiatives and in close collaboration with the World Health Organization to articulate relevant cancer prevention recommendations for policy-makers and other stakeholders

DESCRIPTION OF DUTIES

  1. Lead the conduct of the pan-American project the “Latin American and the Caribbean Code Against Cancer”.
  2. Co-lead the planning, development, monitoring and evaluation of the pan-European project the “European Code Against Cancer (ECAC5)”, by:

  3. Updating the current code version.

  4. Incorporating the recommendations of the EU-iPAAC outcomes.

  5. Liaise with the global cancer prevention stakeholders under the World Code against Cancer Framework to initiate and develop further regional codes aiming for a comprehensive tailored code for each region.

  6. Lead studies on research implementation and dissemination to best harness the regional Codes Against Cancer, and to disseminate knowledge on cancer prevention to communities and practice settings (including using new technologies such as mHealth).
  7. Act as scientific secretariat of Cancer Prevention Europe (CPE).
  8. Chair the IARC cross-Agency Working Group on Cancer prevention, Knowledge Translation and Transfer.
  9. Collaborate with World Health Organisation and other stakeholders on any other project(s) of interest for “ENV” Objective 5.

COVID-19 MEASURES

Due to the evolving situation resulting from the Covid-19 pandemic, and depending on work requirements, this position may be partly occupied remotely, from the home of the candidate selected in the region Lyon, according to the teleworking clause for force majeure currently in force as part of the IARC teleworking policy during this pandemic period.

REQUIRED QUALIFICATIONS

EDUCATION

Essential: PhD in Life Science, Public Health, Epidemiology or any other closely related discipline.

Desirable: Additional qualifications in public health or health promotion.

PROFESSIONAL EXPERIENCE

Essential: At least 5 years’ experience working in cancer prevention and public health internationally.

Desirable: Working experience in international organizations in Europe and Latin America

USE OF LANGUAGE SKILLS

Expert knowledge of English and Spanish languages; Working knowledge of French is an asset.

FUNCTIONAL SKILLS AND KNOWLEDGE

Essential:

  • Proven leadership and coordination skills of large-scale international cancer prevention projects with multiple partners.
  • Excellent scientific background in cancer prevention topics
  • Experience in designing and carrying out intervention studies with new technologies (mHealth).
  • Experience developing competency-based e-learning programs for cancer prevention.
  • Excellent strategic, critical and analytical thinking, and goal-oriented planning.
  • Proven ability to obtain funding for cancer prevention projects and to keep relations with donors.
  • Proven ability to liaise with high-level political partners and other stakeholders.
  • Excellent organisation and management skills in scientific projects.
  • Good scientific publication record.

Desirable:

  • Familiarity with the European Union’s Beating Cancer Plan and EU Cancer Mission

OTHER SKILLS (e.g. IT)

  • Knowledge of Microsoft office 365 applications.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2,215 per month for the duty station indicated above (subject to change). Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
