STANDARD MINIMUM QUALIFICATIONS

Education: At least Bachelor’s degree in any relevant social sciences, preferably economics. A post graduate qualification will be an added advantage

Experience: At least 5 years of relevant working experience which includes experience undertaking reviews and evaluations of government programmes

ORGANIZATIONAL CONTEXT

The consultant will be under the supervision of the School Feeding Focal Point. The full background to the assignment can be collected from WFP offices.

JOB PURPOSE

WFP in support of the MoET intends to undertake a case study on the transition of the national school feeding programme (NSFP). The case study will identify lessons learned from government progress, WFP support, and engagement of other United Nations agencies with established upstream engagement roles to the NSFP. The case study will feed into the development of guidance on transition and country capacity strengthening to ensure that WFP country offices (COs) work more effectively and strategically with governments.

For the purpose of this case study, transition refers to the transition of WFP’s role from an implementor to a policy and technical advisor to the government.

The case study will serve three purposes:

1. Document the journey of the NSFP and highlight good practices, successes, and challenges (Maximum 25-30 pages).

2. Develop an internal brief on lessons learned that is focused specifically on the role that WFP has played in transition, strengthening government capacity, and contributing to the NSFP.

3. Develop a database showing how the country progressed along the Systems Approach for Better Education Results – School Feeding Policy goals and progressed from a latent to established in different indicators and parameters.

Methodology

1. A desk review of the documents on the NSFP: policies, legislations, guidelines, Systems Approach for Better Education Results (SABER) reports, project, and programme reports, etc. and WFP School Feeding Interventions, as well as documents from other in-country actors about school feeding
2. Interviews with government partners who have been instrumental in the school feeding agenda across the timeline (NMAs, Ministries of education and training, agriculture, social development, and health, FMU, FNCO).
3. Interviews with relevant WFP teams and staff in COs, the Regional Bureau and Headquarters who have supported the NSFP.
4. Interviews with other key stakeholders who may have played a role in the shaping of the NSFP (ex: FAO, UNICEF, NGOs, parliamentarians, academics, private sector partners including farmer associations and individual farmers)

• • Proven experience in the use of theory-based reviews approaches such as contribution analysis and/or Qualitative Comparative Analysis in assessing programme performance and contribution to stated outcomes

  • Familiarity with the Lesotho country context
  • Strong interpersonal and diplomatic skills
