Org. Setting and Reporting The incumbent reports to the designated School Principal and receives technical guidance from the Education Specialist (Guidance and Counseling) or MHPSS Coordinator as applicable.

Responsibilities •In co-ordination with the Education Specialist (Guidance & Counseling) or (Mental Health) Psychosocial Support (MHPSS), as applicable, co-develops and implements a counseling and psychosocial programme to assist students in their personal- social, career and academic development in the school(s) s/he is assigned to (as per 4.7 ii below) in situations of (relative) normalcy and emergency situations. •In co-ordination with the Education Specialist (Guidance & Counseling) or (MH)PSS Coordinator, coordinates all aspects of the counseling and psychosocial activities in the school(s) to which s/he is assigned, including planning, implementing, evaluating and recommending annual plans for improvement. •Provides trainings and activities to build the capacity of teachers in the area of counselling and PSS including in times of emergency and supports teachers in identifying and addressing the needs of all children. •Coordinates the administrative aspects with the School Principal with regard to the implementation of the school plan and the referral issues. •Documents and reports all counseling and psychosocial support activities using appropriate forms / e-forms as developed and adopted by the Education Programme. •Provides awareness sessions, group and individual interventions to create a positive learning environment, enhance the students’ wellbeing and achievement and develop positive students’ behavior. •Collaborates with different UNRWA programmes: Protection, Health and Relief and Social Service (RSS), for internal referrals and provides advice to the School Principal on service providers outside UNRWA for external referrals; co-ordinates with the concerned other department staff, mainly Protection and Health to identify and address cases of child abuse and domestic violence. •Prepares monthly reports on the counselling and PSS activities in his/her designated school(s), with achievements, challenges and plans; prepares other ad-hoc reports as required. •Performs other duties as may be assigned by the supervisor(s).

Education A.1 School Counsellor (Counselling and Psychosocial Support) - grade 10 i. University degree from an accredited education institution in mental health and counselling or educational counseling or in psychology. ii. Minimum three years’ experience in delivering psychosocial activities and individual support/counselling within PSS programming (including in INGOs, NGOs, or CBOs).

A.2 School Counsellor (Counselling and Psychosocial Support) - grade 11 To progress to grade 11, School Counsellor (Counselling and Psychosocial Support) must have, in addition to qualifications under Para A.1 above: i. Completion of five years of experience at grade 10 as a School Counselor (Counselling & Psychosocial Support) with a satisfactory performance. ii. Completion of the service on the job training programme provided by HQ, Education Department “UNRWA Inclusive Education package: School Counselling and PSS approach, in accordance with the Framework for School Counselling for UNRWA students”.

Work Experience •Minimum three years’ experience in delivering psychosocial activities and individual support/counselling within PSS programming (including in INGOs, NGOs, or CBOs) for grade 10. is required

•Completion of five years of experience at grade 10 as a School Counselor (Counselling & Psychosocial Support) with a satisfactory performance for grade 11. is required

  • Completion of the service on the job training programme provided by HQ, Education Department “UNRWA Inclusive Education package: School Counselling and PSS approach, in accordance with the Framework for School Counselling for UNRWA students” for grade 11. is required

    Languages •Very good command of spoken and written Arabic. •Good knowledge of English.

    Special Notice Contract Status:

Fixed-Term Appointment for 3 years including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.

Benefits:

Grade 10, Monthly Salary from JD 668.300 Fils. Other benefits include Provident Fund contribution (15% of basic salary paid by the Agency) & medical insurance. Dependency allowance is subject to eligibility.

  • Ready to work in flexible duty hours scheme to cover both morning and afternoon shifts as required.

•The incumbent will administratively be assigned to a duty station by the CFEP in coordination with AEOs, i.e. he/she will be reporting to a specific School Principal, that may have at least one of the following conditions: a school in a danger-zone that are subjected to troubles, dangers, and children’s deviation, a school with a designated safe space for counselling and psychosocial support, a school with a high number of students.

Desirable Qualifications:

  • Advanced degree in mental health and counselling or Educational Counseling or psychology.

Equivalency:

When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
