Overview

Develop scenarios on organized crime and terrorism for the Horn of Africa.

You have:

  • Advanced university degree (Masters or equivalent) in international relations, international law, criminal law, criminal justice, or similar subject is required.
  • A minimum of seven years of progressively responsible professional work experience, including three years at the international level, in developing scenarios or similar forecasting tools is required.
  • Experience in conducting political, security and policy analysis, research and writing is required.
  • Fluency in oral and written English is required; knowledge of another official UN language is an advantage.
  • Ability to interact with governmental agencies, good interpersonal skills and organizational proficiency are required.
  • Excellent communication and drafting skills in English are required.
  • Experience working in the Horn of Africa region is desirable.

Result of Service a. Scenario process proposal and workplan developed; b. Comprehensive scenarios to illustrate the impact of transnational organized crime, illicit trafficking and links to terrorism and related policy decisions on peace, security and development in the Horn of Africa developed and available. c. Work Location Homebased with travel to Djibouti, Eritrea, Ethiopia, Kenya and Somalia as required

Duties and Responsibilities Under the overall supervision of the Head of Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes and direct supervision of the Crime Prevention and Criminal Justice Officer (Law Enforcement Expert) based in Nairobi and Associate Crime Prevention and Criminal Justice Officer based in Addis Ababa, the Consultant will, in cooperation with the Lead Research Expert (International Consultant) and Research Expert (International Consultant), and in close consultation with relevant programme teams and consultants, perform the following tasks:

  • Based on the finding and recommendation in the prevalence study on transnational organized crime, illicit trafficking and links to terrorism, develop comprehensive scenarios to illustrate the impact of these threats and related policy decisions on peace, security and development in the Horn of Africa. The scenario process shall as a minimum 1) identify relative certainties and uncertainties based on the prevalence study, 2) identify and analyze through focus groups and/or workshops with various experts the drivers, indicators, probability and impact of transnational organized crime, illicit trafficking and links to terrorism, 3) develop and build at least three scenarios, including a high-road, mid-road and low-road scenario, and 4) analyze the probability and impact of each scenario and develop findings and policy recommendations to achieve a high-road scenario.
  • Present the scenarios, findings and recommendations to Member States in the Horn of Africa.

    Qualifications/special skills Academic Qualifications: Advanced university degree (Masters or equivalent) in international relations, international law, criminal law, criminal justice, criminal investigation or similar subject is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;

Experience: A minimum of seven years of progressively responsible professional work experience, including three years at the international level, in developing scenarios or similar forecasting tools, preferably with a focus on criminal justice or security aspects of countering transnational organized crime, illicit trafficking, and terrorism prevention, is required. Experience in conducting political, security and policy analysis, research and writing is required. Practical experience in conducting or facilitating criminal investigations including international cooperation in criminal matters related to organized crime, illicit trafficking or terrorism cases is desirable. Experience in providing policy advice, legislative advisory services and legal drafting support in the fields of criminal justice, arms control, organized crime, counter-terrorism or closely related fields is desirable. Previous experience in working for the United Nations and/or other international law enforcement organizations highly desirable; Experience working in the Horn of Africa region is desirable.

Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage

Skills: Ability to interact with governmental agencies, good interpersonal skills and organizational proficiency is required; Excellent communication and drafting skills in English are required; Excellent analytical and evaluative skills are required; Experience working in the Horn of Africa region is desirable
