Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states

How can you make a difference?

The objective of the consultancy is to provide SBC support to the State and District level health promotion structures to plan, implement and monitor communication and social mobilization activities vaccination campaigns in Sudan. Specific objectives include:

• Before polio vaccination campaign • During Vaccination Campaign (Round) • After polio vaccination campaign

• Overall Immunization communication responsibilities

1 Work assignment:

  • Support the Polio National Vaccination Campaigns
  • Provide technical assistance for the development of state level evidence-based communication micro-plans (Independent Monitoring, Lot Quality Assurance Survey, KAP studies, and social research).
  • Provide technical assistance for effective monitoring of rumors and misinformation and devise strategies, to tackle them at state level.
  • Updating key messages based on social listening reports

Expected deliverables/outputs through 31 March 2023

  • Updated State Polio outbreak response plan
  • State level SBC micro plans for R-1 and R-2
  • Weekly offline social listening reports

2 Work assignment:

  • Provide technical support to coordination of Federal and sub-national Health Promotion and other stakeholders in planning and implementation of advocacy and social mobilisation for immunization
  • Encourage and facilitate participation of community and religious leaders in Polio and immunization vaccination campaigns
  • Ensure all steps of polio outbreak response are documented and uploaded in share point for OBRA
  • Provide technical assistance for effective monitoring of rumors and misinformation and devise strategies, to tackle them at state level.
  • Updating key messages based on social listening reports

Expected deliverables/outputs through 20 May 2023

  • Detailed reports from SBC activities implemented in State from R-1 and R-2
  • Documentation of challenges, lessons learnt and recommendation from R-1 and R-2 (State level)
  • Stakeholders mapping and report on their engagement during R-1 and R-2
  • Monthly reports on progress and challenges related to SBC activities implementation for Polio outbreak response
  • Weekly offline social listening reports

3 Work assignment:

  • Provide support to subnational Health Promotion to map out hard-to-reach areas, special populations (refuge es, IDPs, migrants, nomads, etc.) as well as communities, who may refuse or hesitate vaccination and develop tailored SBC strategies.
  • Provide technical support to building capacities of subnational Health Promotion and other stakeholders in planning and implementation of polio and immunization vaccination campaigns.
  • Provide technical assistance for effective monitoring of rumors and misinformation and devise strategies, to tackle them at state level.
  • Updating key messages based on social listening reports

Expected deliverables/outputs through 15 June 2023

  • Report of refusals, missed children, special populations and strategy to address them at state level
  • Training reports from R-1 and R-2 for the training of health promoters and front line workers for R-1 and R-2
  • Monthly reports on progress and challenges related to SBC activities implementation for Polio outbreak response
  • Weekly offline social listening reports

To qualify as an advocate for every child you will have…

Bachelor’s degree in one of the disciplines of social/behavioral/communication science other fields with relevant certified trainings in behavioral and social communication • A minimum of three years of professional experience in advocacy, so and SBC programme planning and management at the national or international preferably in a developing country. • Relevant experience in immunisation programme, polio supplement activities (SIA), project development and management in any UN sys organization is an asset. • Experience of working in an emergency setting is required. Ability to extreme hardships. • Ability to work independently and to meet deadlines. Ability to write concise reports in English. • Demonstrated ability to effectively work and communicate in a multi environment. Computer literacy with high ability to use excel spread • Completed training on BSAFE Fluency in Arabic and English is required

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
