Job organizational context: The Polio, Covid and Routine Immunization SBC Data manager will work in a country office with a particular context in which the CSD and SBC Programmes are involved in the Polio and Covid Outbreak. Therefore, the SBC section needs an evidence base to support strategic directions in its mission to support development and humanitarian Programmes. The incumbent will work under the direct supervision and guidance of the Chief Social & Behavior Change (level P4).

Purpose for the job : The UNICEF/CAR office proposes to recruit a Polio, Covid and Routine Immunization SBC Data manager Specialist to support the coordination of Social & Behavior changes aspects.

How can you make a difference?

  1. Quality assurance in planning
  • Harmonize the SBC indicators collected across the different interventions implemented in the country
  • Ensure alignment of collected indicators with validated indicators at the national and global level
  • Ensure evidence-based planning in SBC program documents with various partners.
  1. Data collection and analysis
  • Develop and implement tools to collect social and behavior data from a variety of sources (government and humanitarian services) and of various types
  • Administer and set up social and behavioral databases as needed
  • Monitor the day-to-day collection of social and behavioral data through the various mechanisms implemented in the country and during special interventions (response to public health emergencies, humanitarian emergencies and other emergencies)
  • Prepare data analysis plans and implement data analysis automation systems to identify relevant trends and categories
  • Produce analyses relevant to the development of policy documents and to strengthen evidence-based decision making.
  1. Data visualization and reporting
  • Implement dynamic dashboards for the visualization of social and behavioral data allowing the monitoring of the indicators of the SBC section
  • Ensure feedback of the analyses to the various stakeholders through SitReps and periodic bulletins
  • Contribute to the elaboration of the SBC presentations during the various coordination and feedback meetings with the different stakeholders
  • Contribute to the preparation of reports to donors and the reporting of SBC indicators in the various periodic reports of the office (HRP, HAC and others)
  1. Evaluation of interventions
  • Implement rapid assessment approaches for social and behavior change interventions
  • Provide support in conducting mid-term and final evaluations of social and behavior change interventions
  1. Strengthening the skills of field actors.
  • Support the Ministry of Health in generating evidence for social and behavioral change
  • Assist Ministry of Health staff and other partners in the collection, analysis and use of data for action
  • Participate in building the capacity of Ministry of Health staff and other partners in social and behavioral data management

To qualify as a Champion for every child you will have…

  1. Education
  • An advanced university degree (Master’s) in one of the following fields is required: Public Health, Biostatistics, Statistics and/or Social Science.

*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree;

  • A university degree in health database management or database management is an asset;
  • Certification in project and program monitoring and evaluation is an asset.
  1. Work experience
  • A minimum of 5 years of relevant experience in health data management and analysis, including at least one year in social and behavioral change data management;
  • Have demonstrated experience in collecting, analyzing social data and using the following data analysis, visualization and mapping software: Power BI, R, Python, ArcGIS, QGIS;
  • At least two years of relevant experience in United Nations agencies or organizations;
  • At least two years of work experience in an emergency country.
  1. Language Requirements
  • Fluency in French and English is required. Knowledge of another official UN language or a local language of the duty station is considered an asset.
