ABOUT THE JOB

The Access and Safety Team Leader will ensure a coordinated and compliant management of safety; as well as he/she will provide the Area Office with accurate and updated situation analysis. To achieve that, the Safety TL will perform the following:

Responsibilities:

Security and safety management:

  • Supervise and manage training and briefing of staff on safety awareness and DRC SOPs (including hibernation and evacuation procedures); as well as conducting Base and ad‑hoc briefings for visitors
  • Give specific training to and supervise performance of guards and drivers
  • Conduct regular assessment of application of security and safety SOPs with the aim of implementing technical guidance, supporting senior management with management of DRC premises; as well as with the aim of recommending corrective actions and report any safety rules violations
  • Contribute to DRC incident management system by reporting any incidents involving staff, assets and premises and, if the case, assisting CIMP in the dealing with the incident
  • Supervise operational safety by monitoring staff duty/official movements; checking and supervising maintenance of safety equipment of premises and vehicles
  • Gathering and, upon clearance by AM, disseminating to concerned staff any information which has, or may have, an impact on operations

Management of guards:

  • Participate to the hiring process of the guards
  • Manage access points and permission to enter the compound and office
  • Prepare and disburse working plans for guards.

Access, liaison and context analysis:

  • Collect and compile information related to situational awareness of the Region
  • Support Senior Management strategic and operational decisions by providing regular and ad‑hoc context and safety analysis
  • Support Area Office with field assessments and liaison, with the aim of maintaining/increasing operational safety and access to established or new areas of operations
  • Support Area Office in establishing/maintaining/expanding effective relations with formal, informal, and traditional authorities and key persons
  • Facilitate Senior management in dealing with law enforcement/communities/traditional and informal stakeholders in case of access and/or incident management

Document filing and representation

  • Representing DRC or participating with Area Manager to access and security meetings with third parties. As well as to individual meetings with specific stakeholders.
  • Maintain filing system of safety files and records
  • Ensure information flow with relevant departments and participating to Area Office Weekly Coordination Meetings
  • Performance of safety administrative matters

To be successful in this role you must have:

Experience and technical competencies:

  • Minimum 3 years’ experience in security management, access or liaison
  • Experience to work and deal with governmental, non‑governmental and tribal stakeholders
  • Staff coordination and organization

Education/qualifications:

  • Degree in Political Science, Security, Law or similar subjects.
  • Good reporting skills and sound ability of context analysis
  • Good communication skills
  • Sound command of written and spoken English and Pashtu
  • Computer skills
  • Have good organizational skills and personal ethics

Languages:

  • Fluency in speaking & writing in Dari, Pashto & English is required
