Danish Refugee Council, one of the world’s leading humanitarian NGOs working in 40 countries worldwide and has been operating in Ukraine since 2014. With the outbreak of the current phase of the conflict in February 2022, DRC has shifted its programming to emergency response to meet the urgent needs of conflict-affected population and is currently undergoing a significant scale up in operations to meet the need. Current DRC programming is focusing on protection activities, Multipurpose Cash Assistance (MPCA), NFI and Food distributions, Shelter & WASH interventions, Economic Recovery, Humanitarian Demining and Explosive Ordnance Risk Education in 5 offices across the country. Currently undergoing a period of growth as an organization, DRC is currently looking for a Safety Specialist to be based in Dnipro to support with its response.

This position is open to Ukrainian nationals only. Advanced English skills are required. Depending on level of experience, candidates will also be considered for officer and assistant level roles.

Overall purpose of the role

In close collaboration with the Area Safety Manager and Area Manager, the Safety Specialist will support in the in the safe and effective operation of DRCs programming in Eastern Ukraine through a range of administrative functions focused on safety and security. As a learning position, the successful candidate will be expected to take on additional responsibilities on a progressive basis, under the support and supervision of the rest of the safety team once they have been sufficiently trained to do so.

Geographic scope

This role will be based in the Dnipro office with occasional travel throughout the oblast as well as to government-controlled Zaporizka oblast, Dnipropetrovska oblasts.

Primary responsibilities

Information • Contributes to co-ordination and information sharing between the relevant national actors within the area of operations (East of Ukraine) • Collect, verify, analyze and report information that affects, or may affect, DRC operations • Search and share potential contacts that may support DRC safety in operations in Dnipropetrovska and Zapporizhska oblasts. • Track safety related incidents and developments and provide trend/pattern analysis to facilitate programme access. • Undertake and support others to undertake Risk Assessments (RAs) and facilitate the implementation of mitigation measures. • Contribute to the development of the Safety Level System (SLS) for the programmes. • Regularly in conjunction with the Area Safety Manager and Area Manager the implementation of the CIMP (critical incident management plan) by office/location. • Monitor and arrange safety related information and provide all staff with regular safety updates and advisories

• Maintain relevant safety documentation, data and records (training register, incident tracking, maps, incidents list, call tree etc.) • Focal point for the procurement of safety-related equipment, facilities and other resources for the Dnipro office.

Analysis • Monitor and flag safety indicators to report them to Safety Manager • Assist in training on safety procedures as required for program staff • Prepare and submit safety reports and trend analyses as required • Contribute to Safety and Security advisory on programme development and implementation

Safety Risk Management • Implement safety policies, protocols and procedures related to the safe implementation of programme activities • Engage and participate in Safety related training as directed by Line Manager • Support the development and implementation of context specific MOSS • Mentor colleagues on an ongoing basis in the area of safety and security management • Support the implementation of physical and asset protection protocols and regulations • Conduct regular site assessments and advise on mitigation measures • Assist in the management of safety incidents and crises, provide timely and accurate incident reporting reports and analysis, and support organizational lessons learned • Assist in the development and implementation of contingency plans; such as medical emergency, evacuation and incident management, movement briefings and contextualization of movement plan.

Other • Any other duties as may be assigned by the Line Manager; • Conduct duties in accordance with programme Standard Operating Procedures (SOPs); • Conduct duties in accordance with DRC Code of Conduct. • Make sure to spread a positive image of DRC and its activities by explaining what DRC is doing and why DRC operates in that way.

Reports to: Area Safety Manager based in Kharkiv

Required experience and competencies

• At least 3 years' experience in field safety and of operating in a hostile security environments • Full professional proficiency in English, Ukrainian, and Russian • Excellent reporting skills • Familiarity with humanitarian principles and practice

• Experience in security operations

• Experience working in multicultural settings

• Experience with information gathering

• Experience working in hostile or hazardous environments
