DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

DRC Yemen’s response

Danish Refugee Council (DRC) has been operating in Yemen since 2008 using a protection of human rights framework. DRC initially worked in Yemen with mixed migrants coming from the Horn of Africa who are displaced by conflict and drought. Since then, DRC expanded its sectors of intervention and is now providing humanitarian assistance in nineteen governorates throughout the country. Current programme sectors include protection, food security & livelihoods, WASH, Shelter, humanitarian mine action and CCCM.

About the job

Overall purpose of the role

The SO responsibility is to monitor the overall safety situation, track staff movements, enforce safety regulations, and provide sound and timely advice to DRC staff and management in order to support the secure and efficient delivery of program activities in the area of operation in north/area of his/her responsibility (Hodiedah). In addition, the government liaison functions ensure that requirements relating to DRC’s national registration are fully met.

Responsibilities:.

  • Assist Team Leader – Safety with the implementation of regional safety policies, safety rules, and standard operating procedures (SOPs) related to the safe implementation of program activities.
  • Track access and operations and monitoring of staff filed movements.
  • Act as the local contact for safety coordination and information sharing between the relevant actors within all locations of operations in Hodiedah;
  • Collect, verify, analyze, and submit timely and regular reports on issues that affect, or may affect DRC/DDG operations.
  • Support Liaison Officer in Sana’a for obtaining visitors and staff travel permits to Hodiedah governorate.
  • Ensure the needed support in TP obtaining for field operations teams.
  • Monitor the evolving situation in the area of DRC operations in the area of his/her responsibility (Hodiedah) in coordination with other actors as per regional, country, and program guidelines;
  • Establish a network of contacts with relevant government offices, including SCMCHA, Security dep, and other stakeholders, and represent DRC/at safety meetings, including active participation in safety-Liaison meetings in Hodeida as needed);
  • Provide operational safety briefings and orientation to all new and visiting staff in the area of his/her responsibility.
  • Assist in training on safety procedures, security awareness, PAST, access and counter-surveillance; mission planning, and fire safety (as required) for field office staff in the area of his/her responsibility.
  • Assist in the management of safety incidents and crises, and provide timely and accurate incident reports and analysis, including analysis of organizational lessons learned.
  • Monitoring and supervision (as required) of security guards, watchmen, and drivers where it relates to safety measures, local safety rules, and standard operating procedures.
  • Supervise the implementation of physical and asset protection protocols and regulations.
  • Ensure that appropriate access controls are in place for all DRC facilities.
  • Assist in regular Security Risk Assessments (SRAs), including regular review of Safety Level System (SLS) and Minimum Operating Safety Standards (MOSS) as per DRC policy.
  • Advise and assist with the procurement and issue of safety equipment.
  • Track safety-related incidents and developments and provide trend/pattern analysis.
  • Conduct regular field site assessments and advise on mitigation measures.
  • Responsible for input/ compile tracker-related safety work in the NW area.
  • Carry out any other activities as requested by Safety Team Leader

Reporting Arrangements

Weekly Deliverable:

  • Check with Team Leader and confirm that all new staff and visitors have completed their Travel Clearance Requests (ITCRs), Record of Emergency Data (RED) forms, received both a written and verbal Safety briefing and Local safety Rules (LSRs), and that all visitors’ movements are tracked;
  • Confirm that all planned staff movements are indicated on the movement boards and that all field movements are pre-approved, tracked (via regular phone check-ins), and followed up a post-trip briefing.
  • List of all advisories sent out to all staff and /or management, including SMS alerts, phone alerts, and email alerts.
  • Confirm that DRC drivers are checking the condition of their vehicles daily, before travel.
  • Inspect the entire DRC compound for any problems (perimeter lights, walls, generator, spare fuel, trash, fire extinguishers, smoke detectors, etc.) and received verbal confirmation of compound checks
  • Check on guards (are they performing their duties, on time, log books filled, etc.) and confirm guard performance
  • Check that First Aid kits are fully equipped and in good condition (in vehicles, staff house, offices).
  • Liaise with Stakeholders in the Hodeida offices and, if necessary, Hajjah
  • Submit weekly updates to Team Leader Hajjah/Hodiedah to complete Safety Situation Report
  • Make sure that communication trees are up to date in coordination with Safety team leader

  • 4 years of experience in security, preferably in the military or police context or related field of work.
  • Prior experience with the UN System or an International NGO is highly desirable.
  • Solid computers skills (MS Word, Excel, Access and PowerPoint);
  • Ability to travel

Education:

  • A university degree in a discipline related to security management, international studies, or military/police studies.
  • Diploma or equal of public relations.

Languages****:

  • Fluency in both written and spoken English and Arabic is required.
  • Excellent reports writing

We offer

Contract length: DRC will offer the successful applicant a contract until 31 December2023, renewable dependent on both funding and performance.

Work place: Sana’a, Yemen with frequent travel to the field.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National. This position will be placed at level (NMH2****)****.
