Overall purpose of the role:

• Manage all aspects of the DRC Safety Risk Management (SRM) system for both DRC and DDG programmes within geographical area of responsibility • Overall responsibility for the day to day management of safety and liaison within geographical area of responsibility • Direct manager for safety and liaison staff

Geographic scope: Country (Sudan):

People management • Lead and manage the safety and liaison team (including people planning, performance, well-being and development) • Staff capacity building

Safety Risk Management • Oversee the Safety Risk Management (SRM) process • Develop area and country safety management policies, protocols and procedures • Facilitate Safety Risk Assessments (SRAs) and support the implementation of mitigation measures • Analyze, manage and report relevant information within geographical area of responsibility • Maintain relevant safety documentation, data and records for the areas of concern • Develop the capacity of, and coordinate, relevant Crisis Management Teams (CMTs) • Technically advise on the procurement of safety-related equipment, facilities and other resources.

Liaison

• Oversee engagement with the Humanitarian Aid Commission of Sudan (HAC)

• Maintain strong understanding of processes and policies related to HAC

• Ensure effective completion of processes related to Visas, Permits and Technical Agreements

Training, supervision and support • Support and deliver safety-related training • Mentor and provide technical supervision as needed to local safety and liaison staff • Facilitate surge support as required.

As Manager the post-holder is responsible for the following: • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility • Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources. • Accountable for people management of direct reports, generally at least 3 employees. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc. • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC

Required experience and competencies

• Minimum 5 years of working experience as a safety and security manager/adviser with an INGO • At least 3 years' experience with people management • Proven leadership skills and a competence in people management • Experience working in multicultural work settings • Proven ability to develop and implement effective and contextualized protocols and systems • Experience with information gathering, analysis and report writing • Ability to conduct and produce high quality safety risk assessments (SRAs) • Experience with critical incident management • Experience with delivering safety-related training • Experience working in hostile or hazardous environments • Experience working with national partners, local/government authorities, and UN organisations • Full professional proficiency in English

Required education:

Master's degree (e.g. in political science, peace & conflict studies, history, or disaster management) or a military education
