2- Background

DRC has been operational in Libya since 2011, providing assistance and protection services to safeguard the dignity, safety, and wellbeing of Libya’s most vulnerable and at-risk populations, including migrants, refugees, asylum seekers, Internally Displaced Persons (IDPs), returnees, and host communities. DRC's interventions include protection services, shelter assistance, multi-purpose cash transfer (MPCT), economic recovery, WASH, community safety and local peacebuilding, and Humanitarian Mine Action (HMA). DRC currently has offices in Tripoli and Benghazi, with a coordination office in Tunis, Tunisia.

3- Purpose

DRC in Libya is looking to recruit an experienced, highly qualified, and enthusiastic Safety Coordinator.

The Safety Coordinator is responsible for ensuring the proper application of DRC’s Safety Risk Management System (SRMS), including Global Safety Policy, identifying known and foreseen risks and to determine and implement appropriate mitigation measures, mechanisms, and procedures. In addition, ongoing context assessment and day-to-day safety and security management shall be done in close cooperation with Senior Management and Safety Focal Points, thereby enhancing the operational continuity and resilience of DRC Maghreb’s program.

4 - Responsibilities

Placed under the management of the Country Director and under the technical supervision of the Regional Humanitarian Access and Safety Coordinator (RHASC), the Safety Coordinator is responsible for:

Safety Risk Management:

  • Completes and maintain all safety documentation according to the SRMS instructions
  • Ensures MOSS audits are completed and action plans (SIPs) are implemented.
  • Ensures SLS assessments are conducted twice annually for SLS 1-2, quarterly for SLS 3-4; and monthly for SLS 5-6. Ensures SRM reviews are conducted based on the SLS Level, in consultation with the RHASC.

  • Guarantees the Safety Risk Management (SRM) process is properly understood and followed across all field offices under its oversight.

  • Oversees ad-hoc Safety Risk Assessments (SRAs) as required.
  • Analyzes, manages, and reports relevant information during weekly internal coordination meetings in a bid to inform Country office staffs of contextual developments, planning and safety decision making.
  • Monitors the operating environment across the identified Area of Operations (AoO), identify new threats, assess DRC vulnerabilities, and recommend possible risk reduction measures to the SMT.
  • Maintains an information network to monitor the evolving situation in all areas of operation, tracking incidents, and contextual trends in safety and security. Maintain relevant safety documentation, data and records for the areas of concern (e.g. Incident Database in Excel)

  • Reports and follows up on Incidents within the country/Country Operations.

  • Launches safety alerts and advising the CD on the precautionary and mitigation including but not limited to the suspension of daily movements and programme activities in case of sudden change in context with the potential to harm the safety of staff.
  • Provides summarized security analysis as requested, to better inform decision-making processes.
  • Carries out a due diligence on external partners and consultants expected to operate within DRC’s Duty of Care.
  • Contributes to all project budgeting to ensure appropriate funds for a safe operating environment are secured. Leads on the collation of a P2P Local Catalogue for the sourcing of safety-related items.

  • Ensures collation of information and development, and timely submission of Safety Incident Reports (SIR).

  • Coordinates Incident Management Team (IMT)in the event of safety critical incidents affecting DRC staff, partners and operations.

Training, Supervision and Support

  • Ensures staff and managers – including partners – across the assigned AoO are appropriately trained and equipped based on the DRC safety training minimum requirements
  • Mentors and provide technical supervision as needed to local safety and liaison staff.

  • Facilitates surge support as required.

  • Ensure safety briefings are provided to all DRC staff operating out of the assigned AoO.
  • Leads regular drills, to ensure all safety & security systems are properly tested and functional.
  • Liaises with external security management providers and contractors to ensure adherence to quality standards in performances and training received, in strict coordination with the contract manager (Supply Chain).
  • Develops the capacity of, and coordinate, relevant Incident Management Teams (IMTs).

Access & Liaison responsibilities:

  • Supports any efforts directed towards liaising with stakeholders, as relates to issues of safety, security and access.
  • Supports the mapping of strategic locations to maintain contextual awareness and inform the senior-level decision-making.
  • Supports the internal process for the identification of access impediments and constraints to the timely delivery of programme activities.
  • Ensures representation at applicable inter-agency coordination meetings on Access (i.e. Libya AWG) and submission of weekly access constraints reports to OCHA through Activity Info.

  • Liaises with airport security authorities and other governmental security officials or technical stakeholders who have an impact on DRC's safety infrastructure and operating modalities (e.g. airliners, LibMAC, RMAC, Etisalat Nawea, Altaqnya).

  • Oversees the liaison with Municipal Councils and Local Security Directorates for the drafting of endorsement letters and other security clearances as needed, monitoring the work of the appointed area Safety focal points.
  • Advises on the content of IEC / CwC materials to be disseminated both internally and externally.
  • Maintains active contact with Safety/Liaison counterparts from local humanitarian & development partners and relevant organizations with a focus on security management and coordination (i.e. UNDSS, LIF, GIZ).

Internal relations:

  • Contributes to the overall management of the country operation as a member of the Senior Management Team.
  • Coordinates with the HoP and HoSS to facilitate support for programme implementation.
  • Liaises with DRC regional (Humanitarian Access and Safety) and HQ (Global Access) colleagues regarding technical support, joint and/or complementary initiatives, and strategy and policy implementation.

In addition, the Safety Coordinator may be asked to perform other tasks in the limits of the current job description at the explicit request of the Country Director and/ or the RHASC.

5- Required Qualifications

Required

  • Minimum 3 years of working experience as a safety and security manager/adviser, preferably with an INGO.
  • Bachelor’s degree in political science, peace & conflict studies, disaster management or a military education.
  • Experience working in multicultural work settings is a must.
  • Proven ability to develop and implement effective and contextualized protocols and systems.
  • Experience with information gathering, analysis, and report writing.

  • Able to provide conflict / context analysis.

  • Ability to conduct and produce high quality safety risk assessments (SRAs).
  • Experience with critical incident management.
  • Experience with delivering safety-related training.
  • Experience working in hostile or hazardous environments.

  • Full professional proficiency in English.

  • Working knowledge of both French and Arabic

  • Well organized, proactive, flexible, and trustworthy.
  • Stable and robust character with excellent interpersonal and teamwork skills.
  • Physically fit.
  • Strong technical skills and the ability to successfully transfer those skills to staff.
