Safety and Security Coordinator

ROLE PURPOSE: The post holder assists the East Area Office Area Director, EAO S&S Manager and Director of Safety and Security with maintaining an effective safety and security management system to ensure that all Save the Children minimum operating safety and security standards are in place at all times in SCI Operational Areas. This will include the ongoing assessment of threats and risk to SCI program/staff and provision of advice to Management to manage organization risk.

KEY AREAS OF ACCOUNTABILITY:

  • As a member of the EAO S&S Team, the S&S Coordinator (Dnipro) supports the development of an organizational culture that reflects SCI mandate and values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and enables our people to deliver outstanding results for children and excellent customer service for our members and donors.
  • Help implement a coherent organizational S&S structure that is consistent with Area practices and appropriate to enabling programme needs.
  • Ensures the EAO complies with all Save the Children S&S Standard Operating Procedures and security processes.
  • Ensures that all required directions and support are provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the EAO S&S Manager, Kharkiv S&S Coordinator, Area Director, & S&S Director.
  • Ensure the Safety and Security Strategy, Framework and Policies and Procedures are being applied in the EAO. Communicates the requirements of the EAO Safety and Security SOPs that are consistent with the acceptance model and take into account local realities and SCI standards.
  • Ensure that all staff understand the EAO & country-wide security plan and agree to abide by its policies and procedures.
  • Monitor the security environment and adjust security policies and procedures accordingly
  • Ensure quality and relevance of area/field security plans
  • Undertake reviews of policies and procedures; identify opportunities to enhance security; be proactive in suggesting ideas
  • Provide S&S planning, advice and guidance to SCI staff for field trips within the country
  • Responsible for and assists with the tracking of staff through WhatsApp or technical software programmes or mobile applications.
  • Develops and provides regular security briefings and presentations to staff in English and Ukrainian.

Assessment and analysis

  • Ensure that Security Risk Assessments (SRAs) are in place for the EAO locations and project activities.
  • Oversees the evaluation and implementation of actions to reduce risk across the EAO Oblasts.
  • Ensures that incident report forms are properly compiled by staff and distributed.
  • Monitors events, review incidents and coordinate analysis, follow-up actions and recommendations
  • Provides security update, which includes situational analysis, actions taken, and actions recommended to the Area Director on a regular basis
  • Submits written reports and verbal presentations to the EAO Office staff
  • Provides informed recommendations in the context of security assessments and reviews
  • Assess application of security policies and level of vulnerability of facilities, including offices; recommend changes to enhance security and monitor those changes
  • Monitors and provides support to Area working practices within the context of S&S risks and alert the Area Director if inappropriate decisions are impacting on the S&S of field trips or external perception of the organization.

Enabling Programme Operations

  • Provide direct oversight and management of safe movement of staff, vehicle fleet management policies, adequate safety and communications equipment in vehicles, and training of drivers in established procedures and requisite skills.
  • Engage Emergency Response Management to facilitate the adoption and compliance with the SCI S&S Policy and Standards.
  • Undertake security assessments of field missions to programme areas and potential programme areas, report on findings and design necessary improvements
  • Promote the need for the East Area Office to maintain minimum training standards for all staff.
  • The S&S Coordinator will play a key role in assisting with S&S elements and the assessed need for each programme.
  • Provide S&S advice, and support actions, for S&S risks such as winter
  • Engage with S&S focal points in partners and provide S&S materials to partners as per SCI procedure

Communication and training

  • Liaise on a regular basis with Security Managers of INGO’s, U.N, INSO and Government in the process of gathering and verifying security information
  • Coordinate the gathering and flow of security information with other relevant actors; classify security information according to its reliability and accuracy
  • Participate in formal or informal NGO security networks/forums in the area to share information with other NGOs, to gain access to security analyses
  • Maintain and review incident reporting and mapping system; ensure that up to date incident maps are available for all SCI staff on a regular basis
  • Ensure that appropriate systems are in place to effectively disseminate security information and updates of the security system to staff
  • Coordinate and manage the proper use of telecommunications systems and alert the Area Director to any hardware systems failures; proactively monitor that numerous forms of communication are available to staff - and that communications are working - wherever they travel or are located in the EAO oblasts
  • Ensure that regular security meetings are conducted with relevant staff from other departments
  • Facilitate security management training with staff in the area office and at project locations
  • Develop security briefing materials and provide orientation for incoming or newly appointed staff
  • The post-holder will also comply with all relevant Save the Children policies and procedures with respect to child safeguarding, safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies.

QUALIFICATIONS

  • Fluent Ukrainian, Russian and English
  • Minimum 1 year security risk management experience in regional settings
