Overview

Lead safety and access management in Afghanistan for humanitarian operations.

You have:

• Minimum 3 years’ experience in the field of safety and security management and/or Access
• University degree in relevant field, with 3 years’ experience or School Diploma with 5 years’ of UN/NGO experience
• Fluency in written and spoken English
• Fluency in local languages (Pashtu or Dari)
• Strong interpersonal skills, including capacities to negotiate with government and non-government stakeholders

ABOUT THE JOB

The safety and access team leader is responsible for day-to-day safety and security management at the area level and coordination of operational field security and access activities and ensuring compliance with DRC Safety Rules and policies. The position will also focus on contribution with specific technical competencies to program and project staff who are facing communities and can improve humanitarian access by initiating contact with those who are impeding access.

Responsibilities:

• Ensure that the Afghanistan DRC program MOSS checklist is updated and implemented as per the technical guidance.
• Conduct thorough induction safety briefings for all new staff and visitors on the security situation in the region
• Plan, and conduct all required security assessments both new and current locations in DRC implementation areas in the region.
• Conduct field visits to ensure DRC's security-related SOPs are being followed by staff.
• Monitor the movements of all DRC staff when traveling outside the office.
• Collect, analyze, and effectively disseminate security-related information at both national and field levels in close coordination with the Safety Manager.
• Prepare security incident/event reports whenever required in a timely manner.
• Propose corrective actions and report any safety rules violations to the senior management.
• Monitor office building to enforce security/safety set-up as per DRC standards, MOSS, and SOPs.
• Ensure participation of the Safety department in all Weekly Coordination Meetings (WCM) and presentation of the weekly updates in coordination with the safety manager.
• Work closely with the area manager and safety manager and actively support the area manager to regularly update the DRC Local Safety Rules, Afghanistan Security Plan, and its annexes.
• Work as a single team in a participatory manner together with the other DRC departments (Programme, Administration, Finance, Procurement, MEAL, and HR) on all field and office safety-related matters.
• Actively participate in the area Incident Management Team in case of an incident.
• Assist the Incident Management Team in case of an incident as requested by the Area manager and safety manager.
• In a participatory manner with the field office, develop access work plans, and guidance on program planning and community engagement or access strategies.
• Supervise and manage safety department staff (safety officer/s, guards, and office drivers) at the area level. Any other tasks and responsibilities assigned by the area manager or safety manager.

Access

• Collect, compile and distribute information relating to humanitarian access to the Area Manager and Access Coordinator and other internal stakeholders in a timely manner
• Facilitate effective information flow between field-level access realities in the eastern region and country office level coordination in Kabul
• Support the facilitation and maintenance of a network of external stakeholders to corroborate information and resolve operational access challenges.
• Supports the timely production of district-level context assessments, stakeholder mapping, access dynamic and trend analysis
• Identify opportunities for strengthening access measures, as well as opportunities for promoting community acceptance and accountability to the affected population
• Promotes internal sensitization and awareness of internal access documents such as red lines, access reporting systems etc.

Experience and technical competencies:

• Strong interpersonal skills, including capacities to negotiate with government and non-government stakeholders.
• Experience in humanitarian operations.
• Report-writing ability.
• Understanding and respect for humanitarian work, particularly relating to refugee and displacement issues.
• Demonstrated ability in English and local languages
• Minimum 3 years’ experience in the field of safety and security management and/or Access
• Good communication skills
• Ability to instruct and coordinate staff

Education/qualifications:

• University degree in relevant field, with 3 years’ experience or
• School Diploma with 5 years’ of UN/NGO experience.
• Languages: (indicate fluency level)
• Fluency in written and spoken English;
• Fluency in local languages (Pashtu or Dari)
• Other skills :
• Strong network in the East Region.
• Ability to communicate diplomatically and effectively within the team, colleagues and stakeholders.
• Proven experience of working effectively in complex security environments.
• Strong analytical skills.
• Strong interpersonal communication and writing skills.
• Ability to work independently and as part of the team.
• Cultural sensitivity and adaptability..

Languages:

• Fluency in written and Spoken in English and the local languages is required.
