Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services).

The primary focus of each Division of Operations, and the Office for Verification in Iran, is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions / Office implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.

Main Purpose

Under the supervision of the Analytical Services Team Leader, the Shipping Assistant coordinates and processes the transfer of safeguards samples, analytical residues and radiation sources between safeguarded facilities, the Agency's laboratories, and members of the Agency’s Network of Analytical Laboratories (NWAL). He/she also provides inspectors with sampling equipment, shipping documents and appropriate instructions related to sample packing and transportation.

Functions / Key Results Expected

Following guidelines within established standards and procedures the incumbent will:

  • In close cooperation with the Nuclear Materials Shipment Assistant and the Environmental Samples Technician, coordinate and process incoming shipments of safeguards samples from facilities subject to nuclear safeguards inspections, including liaising with counterparts at the facilities and shipping companies, to ensure timely pickup of the sample packages. Track sample shipments and assist to resolve minor difficulties by liaising with shipping companies and customs officials as needed.
  • Act on a rotational basis at the Sample Logistics Support Office at Vienna International Centre to provide inspectors with the necessary sampling equipment, transport containers, and shipping documents for facility inspections. Assist inspectors by explaining the correct procedures for nuclear material and environmental sample shipment, including packing of samples in shipping containers, labelling, and filling out associated paperwork. Input relevant data into IAEA Safeguards databases related to sample shipping and tracking of sampling equipment.
  • Provide assistance to the Nuclear Materials Shipment Assistant and the Environmental Samples Technician regarding outgoing shipments of safeguards samples, radiation sources and other dangerous goods by correctly packaging and labelling the shipments and preparing the shipping documents according to standard procedures.
  • In close cooperation with the Equipment Assistant, coordinate the stocking and distribution of sampling equipment, transport containers and other non-dangerous goods required for sampling during safeguards inspections, by gathering items for transport, coordinating with safeguards inspectors, and liaising with shipping companies to ensure delivery at the target facility according to strict timeliness requirements based on the facility inspection date.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

  • Completed secondary education.
  • At least four years of relevant working experience.
  • Experience with the shipment of dangerous goods, including training on International Air Transport Association (IATA) Dangerous Goods Regulations, would be an asset.
  • Experience dealing with sampling- or shipment-related equipment would be an asset.
  • Experience working in an international environment would be an asset.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, German, Russian and Spanish) is an asset.
  • English language test (level 2) to IAEA standard.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 41605 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance

Appointment is subject to a satisfactory medical report. Recruitment will be on a LOCAL BASIS only.
