Result of Service

The ultimate result of the Safeguards Analyst’s service is the delivery of high-quality technical analyses various documents, but also drafts of notes, papers, and other materials, helping ensure that UNEP UN-REDD Technical Assistance is effective and efficient: fewer delays, reduced transaction costs with consultants, improved coordination with partners.

Duties and Responsibilities

Background The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. As part of its mission, UNEP is a key partner of the United Nations Collaborative Programme on Reducing Emissions from Deforestation and Forest Degradation in Developing Countries (UN-REDD Programme), which includes the Food and Agriculture Organization (FAO) and the United Nations Development Programme (UNDP). The objective of this consultancy is to provide technical backstopping to deliver UNEP's safeguards activities in the Africa Region as per the UN-REDD 2026 country workplans. The Safeguards Analyst will work under the guidance of the Safeguards Specialist, Africa Region in delivering safeguards-related activities across supported African forest countries. The Analyst will also work under the supervision of UNEP UN-REDD Programme Coordinator for the Africa region. Duties and Responsibilities Under the supervision of the UNEP UN-REDD Programme Coordinator for the Africa region, the Safeguards Analyst will: • Review national policies, laws and regulations relevant to REDD+ safeguards in the supported countries. • Draft technical notes, background papers, summaries and briefing materials. • Conduct analysis of safeguards gaps and alignment with UNFCCC Cancun Safeguards, ART-TREES and other relevant frameworks. • Document and systematize safeguards tools and guidance materials. • Maintain organized digital repositories of country safeguards materials and instruments as well as regulatory frameworks. • Organize safeguards-related workshops, webinars and knowledge exchange events. • Engage and ensure full support follow-up communications with implementation partners and national consultants working on safeguards.

Qualifications/special skills

EDUCATION • Advanced university degree (Master’s) in environmental science, natural resource management, international development, forest policy, social sciences or related fields. • A first-level university degree in the above-mentioned fields, in combination with an additional two years of qualifying experience, will be given due consideration in lieu of the advanced university degree. SKILLS • Strong analytical and research skills. • Ability to synthesize complex information into concise written outputs. • Strong drafting and editing skills. • Ability to work independently under supervision. • Strong teamwork and intercultural communication skills. • Strong practical background on policy analysis is required • A demonstrated keen interest in the work of the United Nations, knowledge of the United Nations system and a personal commitment to the ideals of the United Nations Charter is desirable. • Ability to identify priorities and to work under tight deadlines is desirable WORK EXPERIENCE • A minimum of two years in Natural resources management, forestry, land-use, or related fields is required for a first-level university degree. • Experience of working at country level in the Africa region is also required. • Familiarity with African environmental governance contexts is required. • Knowledge in Social and environmental safeguards especially for REDD+, and/or Policy analysis/environmental assessment is required. • Experience in at least one of the following is required: REDD+ implementation or nature-based solutions, Climate change, forestry, biodiversity or environmental governance, Natural resources Management. • Familiarity with land tenure and rights systems in the context of at least an African country is an asset. • Experience in supporting workshops or stakeholder engagement processes is desirable.

Languages

• English and French are the working languages of the United Nations Secretariat. For this consulting position, fluency in oral and written English is required. • Knowledge of another UN language is highly desirable.
