ABOUT THE JOB

The safeguarding specialist will act as a main focal point and technical expert on CoC, PSEA and AGDM for DRC Afghanistan. The specialist will be responsible for ensuring compliance with DRC CoC and PSEA policies, guidelines, procedures and requirements, for nurturing and promoting a culture of code of conduct and zero tolerance towards SEA, in collaboration with managers, staff, the regional PSEA/Safeguarding coordinator as well as the Safeguarding and Code of Conduct unit in HQ. A strong focus of the role will be on strengthening internal mechanisms to ensure safe PSEA/CoC procedures, reporting, complaint and feedback mechanism raising awareness, planning, reviewing and implementing capacity building plans, and continuous capacity development/mentoring of staff. As an AGDM focal point, the specialist will focus on the implementation of DRC’s AGDM recommendations across both programmes and operations, will develop action plans and ensure monitoring of the progress of these on a continuous basis to ensure more inclusive organisational policies and program design.

This position reports to the Country Director.

Responsibilities:

Provide Technical guidance and support to DRC policies and procedures to address SEA, CoC as well as age, gender, diversity inclusion mainstreaming (AGDM)

PSEA + CoC

  • Act as a main focal point for all DRC staff across our areas of operation in Afghanistan on issues related to sexual exploitation and abuse (SEA), sexual harassment (SH) and code of conduct.
  • Support with the establishment and implementation of DRC Afghanistan internal procedures, systems for responding to CoC, SEA and SH concerns.
  • Engage as relevant with the PSEA Task Force, including as the PSEA TF focal point for DRC, contributing to TF activities and initiatives. Support in ensuring DRC has monitoring mechanisms in place for adequate, timely reporting on PSEA indicators requested by the PSEA TF, donors, and at DRC organizational level.
  • Technically supervise and support DRC focal points appointed in DRC’s areas of operation in Afghanistan.
  • Strengthen referral pathways with protection teams and MHPSS teams whether internally within DRC or externally with other service providers.
  • Supporting investigators and authorizing officers in the frame of PSEA investigations as required.
  • Collaborating and coordinating with the relevant programme and MEAL teams to ensure that accountability towards the affected population is upheld at country level.
  • Collaborating with the relevant Registrars at country and regional levels to maintain an efficient connection between the CoCRM and the CFM in their operational area.
  • Advising the relevant management regarding the contracting with implementing partners regarding safeguarding and accountability requirements.

    AGDM:

  • Serve as an expert source of information/ technical support on age, gender and diversity mainstreaming to DRC staff across our areas of operation.

  • Lead the development of guidance, policies, best practices, standards, tools to support DRC’s commitment to AGD mainstreaming in the context of Afghanistan.
  • Provide leadership in identifying AGD issues within programs and operations and develop strategies for promoting AGD mainstreaming across all programmes and organizational policies (including HR)
  • Conduct field visits to monitor quality of AGD mainstreaming and provide recommendations for specific actions required to improve on AGD integration in project design, implementation, and monitoring.
  • Lead and/or support AGD analysis processes, including study design, staff training, data collection and data analysis.

Capacity building and sensitization

PSEA +CoC

  • Develop/update DRC training package on PSEA and conduct trainings on the prevention of and response to SEA as well as standards of conduct .
  • Work with PSEA FPs in field locations to develop capacity building plans on PSEA for their respective offices and ensure appropriate rollout and delivery of such trainings by the FPs to all staff.
  • Work together with the PSEA FPs in the field locations to develop standard messages/ awareness raising sessions on PSEA and a dissemination plan to deliver such sessions among DRC beneficiaries, community groups and areas of intervention.
  • Work together with DRC CoC focal point to align messages and training content with existing CoC trainings.

AGDM

  • Build DRC staff’s capacity on the application of the AGD lens across program cycle, including through frequent visits to the field locations
  • Develop/update DRC training package on AGDM for DRC staff, and partners, where relevant

Coordination and representation

  • Represent DRC and act as a main focal point in the interagency PSEA Task Force / Network.
  • Support the PSEA task force in implementing its strategy and workplan country wide.
  • Ensure accurate and timely reporting to PSEA TF indicators/ statistics that may be required.
  • Represent DRC in other relevant working groups such as the gender in humanitarian action (GiHA) working group and disability inclusion working group or others as may be required.

Reporting and knowledge management and program support

  • Participate in the development of proposals to support the inclusion of PSEA, CoC and AGD mainstreaming into programme activities, budgets, workplans.
  • Provide technical review of reports and other relevant sector-specific donor communications to ensure PSEA, CoC and AGDM considerations are accurately accounted for.
  • Prepare accurate and quality analysis, statistics and progress reports in relation to SEA, CoC and AGDM.
  • Assist in the review and analysis of issues and trends, preparation of evaluations or other research activities. As needed, undertake survey initiatives; design data collection tools; review, analyze and interpret responses.
  • Draft briefing notes, talking points and presentations for different stakeholders as required.

Organizational development and culture

  • Review institutional policies and procedures towards ensuring that they incorporate AGD mainstreaming recommendations and lead/support with the implementation of such recommendations.
  • Advise senior management on adoption of internal practices and actions related to AGD mainstreaming.
  • Support the implementation of internal action plan on PSEA

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

  • At least 5 years of progressively responsible work experience in international development/humanitarian contexts of which at least 2 years of humanitarian experience in addressing sexual exploitation and abuse, sexual harassment and/or sexual and gender-based violence (SGBV).
  • Experience working directly in gender, age, disability or social inclusion programming, related issues and/or broader protection issues, preferably in an NGO, UN context.
  • Demonstrated fluency in critical concepts of advising, assessing, designing or managing programs or efforts related to gender, age, disability, social inclusion in humanitarian contexts and ability to develop program strategies and guidance.
  • Experience in interactive/innovative training approaches engaging professionals.
  • Experience in community facilitation, sensitization and awareness raising is desirable
  • Demonstrated experience in conducting successful workshops and trainer of trainers (ToT)
  • Excellent verbal and written communications skills
  • Familiarity with data protection and confidentiality measures

Education

  • Advanced university degree (Master’s degree or equivalent degree) from an accredited educational institution in human rights, law, development studies, gender studies, social sciences or another related field.
