  • Lead the strengthening of Protection Mainstreaming and contribute to the Strategy development through close collaboration with consortium members and staff.
  • Provide technical advice to the FRAMES teams throughout the program cycle by reviewing safe, accountable, and inclusive checklists, PDMs, and providing recommendations to address identified gaps. Ensure alignment with other initiatives aimed at ensuring program quality, including MEAL and technical units.
  • Support the institutionalization of standard guidance and capacity building in relation to Preventing Sexual Exploitation and Abuse (PSEA) and Child Safeguarding for FRAMES staff, in coordination with partner protection focal staff.
  • Coordinate and collaborate with the partner protection and safeguarding team to facilitate the rollout of Minimum Standards for Safe Programming, including tailored tools, training materials, self-assessments, action plans, and integration into routines and structures.

  • Collaborate with the M&E team to establish a robust M&E system for tracking the implementation progress and success of the Minimum Standards rollout.

  • Support evidence-based analysis of protection risks and concerns in FRAMES implementation locations for inclusion in situation reports (sitreps), program design, reports, and advocacy efforts.
  • Promote safe and inclusive programming by facilitating the rollout of toolkits, conducting trainings, and providing support to track progress against plans.
  • Contribute to the development of referral pathways by providing technical assistance in the development of Standard Operating Procedures (SOPs). Organize dedicated referral trainings for all staff and monitor and report on progress.
  • Provide guidance to all FRAMES staff in utilizing monitoring tools to ensure ongoing adherence to Safe, Inclusive, and Accountable programming and Humanitarian Principles. Assess the impact of safe, accountable, and inclusive programming through action plans and communicate findings for decision-making purposes.

Knowledge Management & Capacity Building

  • Develop and implement capacity-building initiatives for beneficiaries and consortium member staff to strengthen their ability to respond to crises and promote long-term resilience.
  • Identify and facilitate training opportunities for staff on relevant topics, such as beneficiary protection, accountability, and gender equality.
  • Support capacity strengthening initiatives in gender and protection mainstreaming in humanitarian programming for staff and partner through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and coaching.
  • Design and develop tailored trainings on protection mainstreaming to address contextual challenges.
  • Provide technical support and capacity building to program teams on safe and accountable programming principles.
  • Facilitate the process of compiling good practices from project experience for better results and cross-teams’ learning.
  • Organize and facilitate training on Protection Mainstreaming, Child Protection and safeguarding for Consortium staff.
  • Support the project in conducting partner assessments and in the development of safeguarding capacity building plans with partners.

Coordination & External Engagement

  • Establish and maintain partnerships with authorities at differ levels , and other humanitarian actors to enhance coordination and avoid duplication of efforts.
  • Coordinate and participate in relevant forums, working groups, and clusters to share information, best practices, and lessons learned.
  • Facilitate the meaningful participation of affected populations in program design, implementation, and monitoring.
  • Establish and maintain feedback and complaint mechanisms that are accessible and responsive.
  • Foster effective relationships with GBV and child protection AORs, protection clusters, PSEA network as well as related working groups at the national level.
  • Advocate for the recognition of human rights and adherence to minimum protection standards by bringing main protection concerns to relevant stakeholders.
  • Serve as a resource for protection mainstreaming, assisting other sectors in integrating protection principles into their programming effectively.
  • Lead the consortium Technical Working Group discussions on safeguarding.
  • Represent the FRAMES consortium in inter-agency meetings and ensure alignment with humanitarian standards and guidelines.
  • Establish strong relationship with community structures and faith networks to facilitate the project acceptance and stakeholder’s contribution and ownership.

Beneficiary Protection and Support:

  • Develop and implement beneficiary protection policies and guidelines in coordination with relevant stakeholders.
  • Develop and oversee data protection protocols for the collection, storage, and use of beneficiary information.
  • Train staff on data privacy best practices.
  • Ensure compliance with relevant data protection regulations.
  • Conduct regular risk assessments and implement appropriate mitigation measures to ensure the safety of beneficiaries.
  • Ensure that beneficiaries are aware of their rights and protection mechanisms available to them.
  • Monitor and report any incidents of harm or abuse, and work with appropriate authorities to address them promptly.
  • Required Professional Experience
  • At least 3 Years of Experience with and knowledge of mainstreaming protection in various sector programs.
  • Experience in setting up and implementing local level safeguarding mechanisms.
  • Required Education, training, license, registration, and certification
  • Bachelor’s Degree in Community / International Development, Social Science, Sociology, and other relevant fields.
  • Certification or other recognized courses on Protection, Child Protection, Gender-based Violence, International Humanitarian Law or other relevant subjects.
  • Good knowledge of concepts, approaches, safeguarding policies and best practices in gender integration and protection mainstreaming.
  • Must have basic level computer skills
  • Experience in humanitarian or development programming, with a focus on safeguarding, protection, and accountability.
  • Knowledge of international child rights frameworks and understanding of Afghanistan child protection system and legal frameworks
  • Excellent understanding of main disaster risks and child protection issues which communities are facing in Afghanistan, especially in a humanitarian context.
  • Strong interpersonal, communication, and negotiation skills – self-motivated individuals, able to take initiative and propose solutions, resilient, positive, and able to work independently.
  • Ability to work as a team player and coach frontline staff in child protection skills, community participation and accountability.
  • Preferred Knowledge and Qualifications
  • Master’s degree in community development, psychology, social work, sociology, and other social sciences relevant.
  • Prior experience in implementing BHA and other major donor projects and understanding of donor compliance.
  • Prior experience in fragile contexts and humanitarian response.
  • Travel and/or Work Environment Requirement

    The position requires ability and willingness to travel domestically to other project sites upon the request of the Project Director or the Protection & Education Sector Lead

    Able to travel to field locations.

    Language Requirements

    Excellent English communication skills (both oral and written) as long as knowledge of the local language.
