This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women has operated in Timor-Leste since 2001 (as UNIFEM) and through the transition to UN Women. It’s goal in Timor-Leste is to promote the rights of women and ensure inclusion of women’s participation and leadership as the country works towards sustaining and furthering achievements in stability and development. In this regard, its programming in the country is focused on four priority areas: enhancing women’s economic empowerment; ending violence against women; engaging women in all aspects of peace and security processes; and strengthening monitoring and reporting against national and international gender equality commitments, mainstreaming gender across national development planning and budgeting processes. UN Women also coordinates and promotes the UN system’s joint work in advancing gender equality, namely through the UN Gender Theme Group and with the Secretary of State for the Support and Socio-economic Promotion of Women (SEM) through the Gender Equality Coordination Group. The Timor-Leste Country team consists of 24 members including: Head of Office, Operations Manager, two international Programme Specialists, seven national Programme Officers, one Monitoring and Reporting Officer, one Finance Associate, one Communications Officer, five project/admin/executive assistants, two drivers and two UN Volunteers (one National and One International) and two interns. The Safe Campus Officer UNV will directly report to the Safe Cities Programme Analyst and will be part of the Programme Team, directly supporting the Joint UN-KOICA Project Together for Equality.

Within the delegated authority and under the supervision of Safe Cities Programme Analyst or his/her designated mandated representative(s), the UN Volunteer Safe Campus Officer will:

• Contribute to supporting the Safe Cities Programme Analyst to coordinate the UNTL Safe Campus Technical Working Group (TWG) (support to planning and organizing the quarterly Working Group meetings and monthly coordination meeting with coordination meeting with UNTL SCI Focal point/s, documenting minutes, collecting data, monitoring activities, and meeting with students, faculty and Working Group Members). This support to provide technical assistance to UNTL SCI Focal Point/s to operate UNTL SCI secretariat (30%) • Support the implementation of the UN Women- UNTL MoU on Safe Campus Initiative and documentation of changes, submitting monthly updates on progress against the MoU Workplan. (15%) • Organizing monthly learning sessions with different centers (Human Rights Campus, Uma Amerika, Centro Estudu Jéneru/ Gender Study Centre, etc,) for raising student awareness and knowledge-sharing on issues of sexual harassment and violence on campus and public spaces, and domestic violence. (15%) • Support communications specialist to organize, conduct training and monitor changes with journalism and media students on gender equitable reporting. (20%) • Support background research, coordination, documentation of project results for monitoring and reporting and sharing with KOICA and other external partners toward improved evidence of results from the Safe Campus Initiative. This will include contributing to assessments and planning for capacity development with UNTL across campuses and facilitating briefing sessions for partners on Safe Campus topics, as needed (20%).

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. • Any other related tasks as may be required or assigned by the supervisor.

• a relevant field (development programme/project planning and implementation, coordination, advocacy, monitoring and reporting) (min. of 3 years paid experience) • Experience working in academic institutions, the UN or other international development organization is an asset; • Experience in gender equality and women’s human rights is an asset; · • Experience coordinating and liaising with government agencies and civil society is an asset. • Experience in facilitation or adult learning methodologies is an asset • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Ability to coordinate events and workshops, involving multiple steps and actors; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in gender equality, volunteerism as a mechanism for durable development, and the UN System.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
