Org. Setting and Reporting This position is located in the United Nations Interim Administration Mission in Kosovo (UNMIK) in Pristina. Pristina is classified as a “B” hardship duty station and a family duty station. The incumbent reports to the Chief of Justice and Corrections Section under the Office of the Rule of Law. The mandate of the United Nations Interim Administration Mission in Kosovo (UNMIK) was established by the Security Council in its resolution 1244 (1999). The Mission is mandated to help ensure conditions for a peaceful and normal life for all inhabitants of Kosovo and advance regional stability in the Western Balkans. The Mission is headed by the Special Representative of the Secretary-General. The Special Representative ensures a coordinated approach by the international civil presence operating under Security Council resolution 1244 (1999), including the Organization for Security and Cooperation in Europe (OSCE), which retains the status of UNMIK's pillar for institution building. The Special Representative also ensures coordination with the head of the European Union Rule of Law Mission in Kosovo (EULEX), which has operational responsibility in the area of rule of law. EULEX is deployed under Security Council resolution 1244 (1999), and operates under the overall authority of the United Nations. The Mission has its headquarters in Pristina and is supported by field offices in Mitrovicë/Mitrovica and Pejë/Pec. In addition, the UN Office in Belgrade plays an important political and diplomatic role and liaises with political leadership of Serbia. UNMIK implements its mandate in a status neutral manner and operate under Security Council resolution 1244 (1999).

Responsibilities Within delegated authority, the incumbent will be responsible for the following duties: - Advising on the development and implementation of the Mission’s rule of law strategies. This will include actively leading/supporting the review, development and/or implementation of the following tasks related to the Mission’s rule of law work: strategic planning, legal analysis and reporting; monitoring policies and legislation; CPAS, budget and project management processes; rule of law communications procedures; monitoring and reporting on effective linkages among local rule of law actors including law enforcement, prosecution, courts and corrections. - Provide facilitation services to UNODC and other partners on rule of law matters notably on the criminal justice, organised crime and in particular countering illicit financial flows, corruption and terrorism as well as strengthening the asset recovery process in close consultation with relevant components of UNODC in the regional field offices and in Vienna; - Facilitating the delivery of coherent ‘one-UN’ support to the rule of law in Kosovo including through facilitating the coordination of Mission-UNKT assistance and effective joint programming in rule of law areas including access to justice and integration of the judiciary and law enforcement, and related activities undertaken by Mission components. •Helping to foster commitment at local level to enhance the resort to non-custodial measures, including the use of alternatives to detention and prison, law reform and increased access to legal aid, in accordance to the UN Common Position on Incarceration – Directions for Action. - Assessing training needs and participating in the preparation of training and development strategies and implementation plans in the Mission, including guidelines for mentoring and advising programmatic activities in areas of the rule of law. - Supporting the provision of advice and assistance on efforts to mobilize and coordinate international assistance to the rule of law notably in the criminal justice sector. - Ensuring effective relations with government officials and civil society representatives (including counterparts in the Ministry of Justice and/or other relevant Ministries, the police, the court system, women’s groups, non-governmental organizations, diplomatic missions and donors). - Advising on international standards of rule of law, financial and programme management practices and procedures, including the management of critical operational and security issues, and improved responsiveness by local institutions. - Advising the mission leadership and UNKT on the Mission/HQ role, priorities, activities, challenges and approaches regarding rule of law matters. - Supervising professional, national, UNV or Government Provided Personnel as assigned to him/her, if and as required; - Other assignments will include: monitoring the preparation of outputs such as section reports and assessments, policy documents and guidelines; facilitating coordination mechanisms at the Mission/HQ level; maintaining close working relationships with relevant components (human rights, police, justice, gender, youth, etc.) and UN Agencies, Funds and Programs, and representing the Mission as required; overseeing the completion of programmatic and administrative tasks necessary for the functioning of UNMIK’s Office of Justice and Corrections Section under the Office of the Rule of Law, including preparation of budgets, reporting on performance and results, managing and evaluating staff performance, job interviewing and evaluation of candidates; - Perform any other duties, as required by UNMIK leadership.

Competencies Professionalism: Knowledge of rule of law systems and issues in post-conflict and crisis settings, in particular with regard to: monitoring, analysis and reporting on legal and policy frameworks, undertaking assessments and designing and implementing plans to strengthen rule of law areas, monitoring the drafting, approval, implementation and evaluation of sub-legal acts to fully implement applicable legislation. Knowledge of relevant international legal and rule of law standards, and capacity to adopt a strategic approach to the development and fair operation of a legal system. Demonstrated ability in policy and operational-level coordination with multiple stakeholders. Education Advanced university degree (Master’s degree or equivalent degree) in law or related rule of law area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of relevant, progressively responsible professional experience in rule of law or related area is required.

A minimum of five years of work experience in in international development and diplomacy is desirable.

A minimum of two years of professional experience in supporting rule of law reforms in a transitional, developmental or post-conflict setting is desirable.

Experience working in Balkan region is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
