The Government of The Gambia, in partnership with the United Nations Development Programme (UNDP), is in the final phase of a Rule of Law, Justice and Security project. The project endeavors to implement a holistic and comprehensive program which addresses both the supply and demand sides of justice delivery. The joint project seeks to strengthen rule of law institutions to deliver quality services, to empower citizens in the exercise of their rights and to increase access to justice. The UNDP project, met and completed thorough consultations with the Ministry of Justice, the Judiciary, the Gambia Police Force, the Gambian Prisons Service, the National Agency for Legal Aid (NALA), the ADR Secretariat (ADRS) and the Gambia Bar Association (GBA) to better understand the issues and challenges for strengthening the rule of law and increasing access to justice.

The new Government is under pressure to urgently meet the aspirations of the Gambian people for justice. At the same time, the justice sector is underfunded and suffering from a lack of physical facilities and human resources. Justice delivery has been slow and there has been a lack of confidence in the system, and consequently, there has been a marked deficit in access to justice for the population. Very limited state support mechanisms or legal aid services are available for victims, and defendants.

The national UNV will be assigned to either NALA, GBA or ADRS however, will remain under the supervision of the Chief Technical Advisor for the UNDP Rule of Law project. The selected candidate(s) will also work closely with the UNDP M&E Specialist for reporting and data collection purposes: NALA, ADRS & GBA: • Provide administrative support to the assigned institution as it relates to Legal Aid (Mobile Legal Aid & The Prisons Legal Aid Desks); • Maintain all case management and case logs relating to the Mobile Legal Aid Clinics and the Prisons Legal Aid Desks including the documentation of follow ups and outcomes of cases; • Ensure that attorneys are updated on their caseloads, deadlines, court dates, client meetings, client information and any other administrative support required by NALA and GBA attorneys working on legal aid cases supported by the UNDP project; • Ensure that all data is collected accurately and is disaggregated by gender and age; • Coordinate linkages and communication between NALA/GBA/ADRS and the UNDP RoL project; • Assist the M&E Specialist in monitoring and evaluation visits, providing support on all related administrative issues including transport; and • Any other related task requested by the UNDP Chief Technical Advisor.

Impact of Results • The National UNVs assigned to either NALA, GBA or ADRS aim to have an impact on the overall effectiveness and success of the legal aid and legal education components of the UNDP RoL project. Effective administrative, logistical and operational support to the institutions will enhance accountability, transparency, evidence-based learning for implementation of valuable programmes with sustainable outcomes. Accurate records keeping, organization, data entry and presentation of information will ensure proper programme implementation.

Qualifications/requirements Education • Master's Degree or equivalent in Law, Business Administration, Public Administration, or related field. Experience • A minimum of 3 years of relevant work experience in administration and/or with legal institutions/law firms; • Knowledge of and experience in administration, operations and logistics; • Experience with rule of law programming and/or M&E in the context of rule of law is an advantage; • Excellent oral and written communication skills as well as interpersonal and liaison skills; • Computer literacy (MS Word, Excel, Power Point, Internet, email, etc.); and • A demonstrated understanding of the critical aspects of human rights, gender, child rights and, specifically, gender power relations within The Gambian cultural context Language Requirements • Fluency in English. • Fluency in local languages is a strong asset. The Gambia is situated at the tip of the West African coast and has a total surface are of approximately 10, 360 square kilometres. Apart from the 48km stretch of the Atlantic Ocean, The Gambia is landlocked by Senegal. The climate consists of a tropical hot rainy season from June to October and a cooler dry season from November to May. The Gambia has a total population of about 2 million. English is the official language. Mandinka and Wolof are the main local languages most widely used in the country. The Gambia is relatively peaceful, and the people are warm and friendly. Precautions should nevertheless be taken to avoid any unpleasant surprises.
