JOB PURPOSE

Within delegated authority of the Engineer, the STRUCTURAL ENGINEER will be primarily responsible for the Construction Supervision works of ongoing projects and Structural design and analysis of new projects. In liaison with the project teams, responsibilities ranging from project initiation, structural design and analysis, onsite construction supervision, project management and any necessary support pertaining to CO & LO construction/engineering Projects with WFP Somalia (based on the need), hereunder collectively, referred to as “Projects”.

KEY ACCOUNTABILITIES (not all-inclusive)

The Structural Engineer shall report directly to the WFP Lead Engineer and ultimately to the Head of Administration and to the Head of Field Offices/Project Managers (for respective projects) with the following generic duties: (These duties are generic and thus not all inclusive).

General Project Duties 1. As delegated by the Project Engineer; act as WFP construction Engineer’s Representative (ER) and/or Resident Engineer (RE) in construction phase of the project by providing oversight of technical quality, schedules, and budget, as required; Monitor safety performance of construction contractor, address contractual issues, and maintain a comprehensive system of site records related to construction project(s); Conduct site inspections, approval works and reporting 2. Assist in planning and implementation of the project including use of engineering tools and appropriate technology to deliver the project within schedule 3. Oversee compliance to WFP & Construction Manual requirements, guidelines and prevailing industry standards 4. Maintain projects master data base including budgets and schedules for design and construction project, including appropriate documentation to support full project life cycle for audit purposes 5. Based on the need, conduct engineering site assessments of WFP facilities and provide technical recommendations for all building and infrastructure issues affecting WFP Somalia; 6. Perform other related duties as required.

Pre-contract Duties 7. Collecting required data and information for the structural design and analysis of the buildings and other infrastructure projects. 8. Preparing structural design documents and drawings inline with the Architectural drawings of the projects. 9. Support and advise on relevant site investigation, sampling and testing for foundation analysis works of various structures. 10. Support the Engineer and Procurement Unit in preparing Work Orders for Engineering services. 11. Support the Cost and Quantity Surveyor during Quantity Surveying and preparation of Bill of Quantities. 12. Prepare structural specifications in line with the Structural Designs and Drawings that will be referenced in the preparation of the Bills of Quantities. 13. Advise on construction methodologies ensuring safety, project timeliness and meeting quality standards.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • First University Bachelor’s degree in Structural Engineering or Civil Engineering.

Experience:

At least 3 years of proven Structural Engineering experience in design and construction of building and infrastructure type projects.

  • Experience in Building Structural Design and Analysis.
  • Experience working with typical FIDIC Contracts packages is desirable.
  • Proven experience in construction project management.
  • Registration with recognized national professional regulatory body and/or association.
  • Experience working in the humanitarian sector is desirable.

Knowledge & Skills:

  • Building substructure and superstructure design and analysis experience with ETABS, SAPS or other applicable software.
  • Auto-CAD Engineering Software.
  • Office computer software programs including but not limited to Microsoft Office Packages

Language: Must be fluent in oral and written English. Language skills in Somali or Arabic are desirable.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has worked effectively under supervision on a large number of varied design and construction projects and taken responsibility for work elements which have been assigned. • Has attained advanced academic qualifications relevant to engineering. • Has contributed to projects demonstrating knowledge of engineering specialisations in relation to fire safety, seismic blast or environmental requirements.
