Job Description

Background

Since 1979, Afghanistan has experienced continuous armed conflict. The IRC began work in Afghanistan in 1988, launching relief programs for persons displaced by the invasion of the Soviet Union. The IRC continued to provide aid under Taliban rule and expanded community development projects. The organization now works with thousands of villages across nine provinces, with Afghans making up more than 99% of IRC staff in the country. As Afghanistan works to recover from ongoing conflict and natural disasters, the IRC supports by working with local communities to identify, plan and manage their own development projects; provide safe learning spaces in rural areas; provide prevention and response services to violence; provide uprooted families with tents, clean water, sanitation, and other basic needs; and helps community members access employment.

Scope of Work

The Roving Implementation Coordinator (RIC) will report to the Deputy Director for Programs (DDP) and will closely follow and coordinate IRC Afghanistan’s program implementation. This will include primarily overseeing implementation of emergency and non-emergency responses in all field locations. The RIC is responsible for ensuring rapidity of response, scale of assistance and timely delivery of program activities, along with ensuring the best use of resources, while maintaining a positive relationship with other agencies, both local and international.

Responsibilities

The ideal candidate has practical experience working in an emergency context/protracted crisis, coordination and networking skills, having the capacity to innovate and solve problems efficiently and the ability to work effectively with a focus on programming in different geographic locations. This role will collaborate with the Technical Coordinators and Field Coordinators in all locations where the IRC is operating in Afghanistan to ensure that implementation of programs is carried out in a timely manner while also ensuring quality.

Specific Duties

Program implementation:

• Support the Technical and Field Coordinators team to develop and/or adapt technical and managerial tools to support day to day program implementation.

• As needed participate in cross-departmental collaboration and coordination with Child Protection, Protection Rule of Law, Economic Recovery and Development, Environmental Health, Health, Nutrition, and Emergency colleagues to ensure that linkages between programs are made

• Liaise regularly with the relevant technical units as needed

• Undertake regular field monitoring visits to assess progress and identify technical quality and implementation issues, provide solutions, and implement modifications and improvement plans as required.

• Oversee the implementation of all program activities across 10 provinces where IRC is present

• Identify and respond to problems in project area and inform the Field coordinators and Technical Coordinators of actions to be taken.

MEAL:

• Work collaboratively with the MEAL coordinator to ensure that monitoring and evaluation systems are effectively designed and integrated into all stages of the project; that output and impact data are captured, and that data is used to optimize program quality.

• Ensure all designed projects use to the IRC theories of change and that outcomes are evidence-driven and evidence-generated.

• Contribute to continuous analysis of the achievements of each project, and facilitate better understanding among staff about program progress through progress reporting.

Administrative Duties

• Provide timely provincial reports and updates on implementation progress and challenges to the DDP and CD

Finance/Budgeting

• Work with finance and technical coordinators to closely monitor and manage program spending and reason (s) for the over / underspending spending identified and addressed

Security/Communication

• Maintain good field communications, specifically monitoring movement of staff; ensure the appropriate use of any assigned communication equipment.

Common Duties

• Attend and participate in trainings identified/organized by supervisor

• Follow any new procedures and guidelines designated from Country Director

• To report any violations of the IRC Sexual Abuse and Exploitation Code of Conduct. The reporting of violations is an obligation on the part of all staff members.

• To assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers.

• Any other duties as assigned by supervisor

Requirements

• At least 5 years of progressively responsible professional experience managing complex humanitarian programming. Previous experience in implementing emergency program in conflict/fragile setting is required.

• Strong familiarity with IRC Afghanistan’s core programming areas including integrated Protection, WASH, and Economic Recovery and Development.

• Strong personnel leadership skills

• Demonstrated Budget management

• Experience in service delivery and emergency program management

• Experience managing a diverse team

• Excellent collaboration skills with local, national, and civil society stakeholders

• Good writing and critical thinking skills

• Monitoring and evaluation skills
