Overview of the programme

WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving financial protection against health-related risks.

WHO Country Office for India is supporting the Ministry of Health & Family Welfare to strengthen the existing health systems to cater to the growing needs of mental health and substance abuse.

Underlying Values and Core Functions of WHO

WHO’s mandate revolves around six (6) leadership priorities specifying (i) advancing universal health coverage (ii) health related sustainable development goals (iii) addressing the challenge of non-communicable diseases and mental health, violence and injuries and disabilities (iv) implementing the provisions of the International Health Regulations (2005) (v) increasing access to quality, safe, efficacious and affordable medical products (vi) addressing the social, economic and environmental determinants of health.

Mission of the WHO Country Office for India

The mission of WHO India is to improve quality of life of 1.4 billion people in India by supporting the government in prevention and control of mental health and substance use disorders, preventing suicides, and promoting mental health, preparing, and responding to mental health and psychosocial issues during health emergencies and strengthening health systems for Universal Health Coverage.

Description of Duties:

The purpose of this position is to provide strategic technical support at the State level. The proposed HR support in state of Madhya Pradesh and Chhattisgarh aims to strengthen continuum of care for common NCDs across primary, secondary and tertiary levels of health care. It focuses on the mandate for prevention and management of diabetes and hypertension, cancer of the cervix, comorbidities and complications of uncontrolled disease, as well as palliative care and rehabilitation.

The State NCD medical officer will further support in building partnerships across government levels, private sector, and UN agencies to mobilize pooled procurement and availability of common NCD medicines and technologies.

The State NCD Medical Officer will be placed at State health departments (Chhattisgarh and Madhya Pradesh ) to liaise between the WHO India, State health department, District NCD cell, to coordinate and facilitate implementation of strengthening “Continuum of NCD care” and the IHCI projects. The MO-NCD will also liaise across academic institutions and other technical partners operating in the respective state.

The incumbent will work under the overall guidance of the Team leader (NCD) and under direct supervision of NPO-NCD. S/he will have the following responsibilities in her/his assigned area of work:

• Function as focal point for strengthening “continuum of NCD care” and support IHCI project & 75 by 25 roadmap to scale up hypertension and diabetes services at State and district level
• Support the implementation of selected interventions for management of hypertension and strengthening “continuum of NCD care”
• Oversee and supervise implementation at district level and report progress of implementation to WHO India office and to the State health department
• Provide technical support in organizing meetings with concerned authorities and partners at the State and district level and ensure project activities are on track
• Compile reports from health facilities, and district NCD cell and other implementation sites and submit both physical and financial progress to WHO India office
• Build synergies with the sub-regional office of WHO, technical experts operating at State level, as well as the State health department and district health offices
• Support state in planning Project Implementation Plan (PIP).
• To work in collaboration with national and state level technical officers of other thematic areas of the program on cross cutting issues.
• To work with the internal and external stakeholders at state and district levels to ensure that the program is implemented as planned.
• To provide a comprehensive report on the programme status on to the concerned divisions.
• Perform any other duties as assigned by the supervisor(s) or as required by WHO India Office

QUALIFICATIONS REQUIRED

Education:

Essential: University degree in medical sciences (MBBS) or equivalent in related field from a recognized institution/university.

Desirable: Post graduation in Public Health or other allied fields.

Experience:

Essential: At least two years of professional experience of in health service delivery at grassroot level, and experiences in project management

Desirable: Working experience with intergovernmental agencies at the national and state level will be an advantage.

Functional Skills and Knowledge:

Excellent knowledge of written and spoken English and working knowledge of local language will be an asset. Proficiency in computer applications and ability to draft reports.

Remuneration:

Monthly remuneration is INR 218,855 taxable as per Indian laws and the appointment will be through Special Services Agreement (SSA) extendable subject to satisfactory performance and continuing need for the function.
