Overview

Deliver capacity-building trainings for young people in Uzbekistan.

You have:

• University degree in education, social sciences, or related field.
• At least 4 years of professional and relevant experience in education and training, preferably in peer education, life skills and inclusive education.
• Excellent speaking skills in Uzbek and Russian. Good knowledge of English will be an asset.
• Understanding and experience working with the UN and UNICEF is an asset.

Background

The President of Uzbekistan has put forward an ambitious plan for enhancing the youth policy and its implementation. The Law on State Youth Policy covers the broad range of rights of young people and services provided to them. It emphasizes the importance of youth participation in implementing the law. The Decree of the President “On measures to improve the effectiveness of state youth policy and support the activities of the Union of Youth of Uzbekistan” sets out an objective of upbringing of a harmoniously developed, self-motivated, initiative and energetic youth, capable of taking responsibility for the future of the country, using their potential for interests of people, as well as realizing their intellectual and creative potential. There are programmes on affordable housing, social protection, concessionary loans for education, business or housing, leadership opportunities in education and others.

However, spaces and opportunities for youth engagement and youth-led initiatives remain limited. In this context, through its strategic interventions UNICEF targets to build sustainable platforms for a dialogue between youth and decision-makers and spaces for youth engagement into life of their communities. These interventions contain strong capacity-building modules for young people, including training on life and social innovation skills.

For conducting capacity-building trainings for young people, it is planned to contract a roster of individual facilitators.

Objectives

Deliver diverse capacity-building workshops for young people and trainings for trainers in different regions of Uzbekistan.

Timeline & Deliverables

The deliverables are expected to be provided on-demand during 36 months from the start date.

Tasks - Expected Deliverables - Estimated Timeframe

1. Develop/adjust workshop plan and learning/teaching materials following objectives and learning outcomes of the training - Detailed training plan, learning and teaching materials - 4 days prior each training; 2. Facilitate trainings following student-centered approach with the use of interactive activities - Delivered trainings - Days of trainings; 3. Develop report on training delivery, including number and background of the participants, achievement of learning outcomes, feedback of participants and other key takeaways - Report on training delivery - 2 days after each training.

Methodology/Activities

The contracted facilitators will be briefed on the methodology and provided with teaching guidance by UNICEF Youth and Adolescents Development Officer. UNICEF will provide all the learning curriculum, samples of the teaching and learning materials, and arrange facilities or online platforms for undertaking the trainings.

Management

Contracted facilitators will work under supervision and in close collaboration with the Youth and Adolescent Development Officer.

Resource requirements and payments

The budget of each training will depend on the number of days, preparation and delivery of a training will take. The total consultancy fee will be paid upon delivery of each required training and acceptance of all deliverables:

Procedures and Working Conditions

UNICEF will ensure the detailed briefing and feedback for the consultant prior and after the consultations. Relevant UNICEF documents on preferred methodology will be provided. The assignment requires travel across Uzbekistan. Transportation and living costs associated with the youth trainings and ToTs will be covered by UNICEF.

Reservations

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if deliverable(s) incomplete, not finalized or for failure to meet deadlines. UNICEF will reserve copyright of all developed materials and own primary data collected through this assignment. The materials cannot be published or disseminated without prior written permission of UNICEF. UNICEF will be free to adapt and modify them in the future. The contractor must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.

UNICEF undertakes no liability for taxes, duty or other contribution payable by the consultant on payments made under this contract.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
