Roster of Evaluation consultants for UNICEF Lebanon

Background: Working through the country program of cooperation, and likewise through the United Nations Sustainable Development Partnership Framework (UNSDPF), UNICEF assists countries to realize the rights of all children. This involves strategies and programs ranging from innovative and experimental to those at scale. The effectiveness and impact of the strategies and programs must be determined. Evaluation is a critical function for understanding if development objectives have been met in a way that contributes to the progressive realization of children’s rights. To this end, evaluations assist UNICEF and program managers to make necessary adjustments or to confirm that the program can continue to advance to scale. Evaluations have an accountability objective, to assure partners that resources guided through UNICEF are used effectively and efficiently, and that there is a willingness to change when results can be improved. Furthermore, evaluation, together with other sources of evidence contributes to organizational and global learning. Evaluation also supports civic empowerment and behavioral change goals when it is implemented in a participatory way that allows stakeholders and rights holders to acquire the skills to assess development initiatives and to hold duty bearers to account. The purpose of this external announcement is to attract suitable individual Evaluation consultants to be part of UNICEF's roster of evaluators in Lebanon. This announcement is targeting candidates outside of UNICEF (non-staff) with interest in providing evaluation services in Lebanon for the next 36 months. The roster will contain only pre-screened individuals found suitable to conduct evaluations in UNICEF and in MENA region specifically. Candidates will be placed in the roster for a period of 36 months and will be called up depending on suitability of assignment and availability. Also note that this roster may be accessed by other UNICEF offices in the MENA region. Based on the applications, suitable individuals will be identified for the roaster. However, actual contracting need based on specific terms of reference. Note that Inclusion in the Roster does not guarantee any future contractual relations with UNICEF.

Scope of work: Based on the needs, the candidate will be responsible for the preparation, implementation, documentation and evaluation of the defined assignment within the different area expertise mentioned below. UNICEF Lebanon is therefore looking for individual evaluation consultants to conduct evaluations in all areas of UNICEF programming such as Early Childhood Development (ECD), Education, Child Protection, Health and Nutrition, Water and Sanitation (WASH), Youth and Adolescents, and Social Protection. Evaluations are also expected to cover UNICEF strategic plan change strategies such as advocacy, integration, systems strengthening, social and behavior change, innovation, gender, and digital transformations may also be conducted.

Deliverables: Evaluation consultants will work to produce the following standard output/deliverables

Deliverable 1: Prepare inception report according to UNICEF guidelines, at the completion of the inception phase. Specific tasks are: • Designing appropriate methodology for implementing evaluations, develop an evaluation matrix and data collection tools. Reconstruction or critical analysis of the theories of change or program logic my be initiated during inception. • Conducting appropriate desk review, collecting and analyzing available secondary data related to the evaluation object. • Presenting the inception report to the reference group.

Deliverable 2: Draft report of the evaluation: • Collect primary data through interviews, focus group discussions, field visits and observations, • Prepare an evaluation report draft to be reviewed by the evaluation manager and commented on by reference group and programme staff. The report will provide the preliminary findings, initial recommendations and conclusions from which the partners shall provide relevant feedback. • Facilitate recommendation co-creation meetings with stakeholders.

Deliverable 3: Prepare final report: • Upon incorporating the provided comments, the consultant shall submit a final evaluation report that meets UNICEF standards for evaluation reports. • Present evaluation findings to dissemination meeting(s) organized by UNICEF. Schedules will be identified in a specific TOR during the recruitment process as it varies based on the actual scope of the evaluation.

Timing: Successful applicants will be placed in the Roster and called upon need basis. It is expected that consultants should be ready to start on the assignment within 1 to 2 weeks of confirmation of availability.

To qualify as an evaluator for every child you will have… • Advanced university degree in evaluation, social sciences, economics, public policy, law, management, or other related field(s) from an accredited university. • Minimum of 10 years of experience in the design and application of evaluation methodologies in development, transition, or humanitarian contexts. • Strong technical expertise and experience in evaluation that includes advanced knowledge of evaluation frameworks, approaches and methodologies. • Strong study design, data collection and analysis skills in both qualitative research (e.g., focus groups, interviews, contextual inquiries) and quantitative research (e.g., surveys, statistical analysis). • Ability to think strategically and synthesize information from varied sources into conclusions and recommendations. • Strong facilitation, presentation, writing and communication skills. Language Requirements • Fluency in English and Arabic is required. • Knowledge of French is an asset. • Working knowledge and ability to facilitate meetings and workshops in Arabic Candidates will be responsible for periodically updating their profiles.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
