- Over 10 years of experience in relevant fields is required for higher band.
Purpose of consultancy
To develop a roster of qualified candidates for UNDP-UNFPA-UNICEF-WHO-World Bank Special Programme of Research, Development and Research Training in Human Reproduction (HRP).
HRP is issuing this roster of consultants to support various aspects of our programme of research, development, and capacity strengthening. With a focus on sexual and reproductive health and rights, the consultant will work in one of more of the following topic areas:
- Contributing to HRP research activities, including but not limited to: (i) the conceptualization and development of research protocols, (ii) developing methodological approaches and analysis plans for HRP projects, (iii) supporting the organization of scientific meetings, (iv) organizing and facilitating training workshops, (v) conducting research site monitoring visits, (vi) analyzing and writing-up of results, (vii) evaluation of processes and results in preparation for subsequent research projects.
- Carrying out statistical analyses, estimates, and statistical modelling in support of HRP projects.
- Carrying out data management and data systems analysis activities.
- Conducting site monitoring visits to strengthen the capacity of research centres to ensure high quality research that is compliant with generally accepted scientific and ethical standards.
- Synthesizing evidence, carrying out systematic reviews of the literature in the field, providing input to evidence-based clinical and managerial guidelines.
- Writing and preparation of technical progress reports, strategy documents, drafting manuscripts in the scientific literature of research outputs, drafting meeting reports and summaries.
- Developing and implementing communications campaigns for HRP outputs.

Background
The UNDP-UNFPA-UNICEF-WHO-World Bank Special Programme of Research, Development and Research Training in Human Reproduction (HRP) is the main instrument within the United Nations system for identifying research priorities on sexual and reproductive health and rights; for promoting, conducting, evaluating and coordinating related interdisciplinary research; for collaborating with countries to build national capacity to conduct research; and for promoting the use of research results in policy making and sexual and reproductive health programmes.
Deliverables
Detailed terms of reference will be established in advance of each engagement, which will specify concrete deliverables and timelines.
Deliverables for these consultancies may include, for example: research protocols, analysis plans for HRP research projects, reports of meetings or training workshops, research site monitoring reports, statistical analyses, modelling reports, systematic reviews, technical reports, draft manuscripts for scientific publication, or communication plans for HRP research outputs.
Qualifications, experience, skills and languages
Educational Qualifications:
The consultant band level will be determined based on the requirements for the consultancy, expected deliverables, required qualifications and experience relating to above-mentioned topic areas.
- Band level A: Minimum first university degree relevant to the above mentioned topic areas.
- Band level B: Minimum relevant first university degree for lower end of range, an advanced university degree for middle and high end of range relevant to the above mentioned topic areas.
- Band level C: Minimum advanced university degree relevant to the above mentioned topic areas.
Experience:
Relevant professional experience in sexual and reproductive health research, research synthesis, epidemiology, statistics, data modelling, data management, data systems analysis, communications, reporting, advocacy, or event facilitation. The band level will depend on the required years of experience relating to above-mentioned topic areas as follows:
- Band level A: At least 2 years of experience.
- Band level B: 5 to 10 years of experience.
- Band level C: over 10 years of experience.
Skills/Knowledge:
Knowledge of sexual and reproductive health research, research synthesis, epidemiology, statistics, data modelling, data management, data systems analysis, communications, reporting, advocacy, or event facilitation.
Languages required:
Essential: Expert knowledge of English
Location:
Off-site – Home-based.
Travel:
If travel is required for any specific consultancy it will be identified in advance and will be paid by WHO in accordance with WHO travel policies.
Remuneration and budget (travel costs are excluded):
Remuneration:
Remuneration of WHO consultants is commensurate with qualifications and experience.
- Band level A: (USD 3,955 – 6,980) per month.
- Band level B: (USD 7000 – 9.980) per month.
- Band level C: (USD 10,000 – 12,500) per month.
Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract:
Expected duration of contract is dependent upon and specified in the terms of reference and required deliverables. The minimum contract duration is one month, the maximum contract duration is 11 months per calendar year.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.

- The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster. All applicants will be notified in writing of the outcome of their application (whether successful or unsuccessful) upon conclusion of the selection process. Successful candidates will be placed on the roster and subsequently may be selected for consultancy assignments falling in this area of work or for similar requirements/tasks/deliverables. Inclusion in the Roster does not guarantee selection to a consultant contract. There is no commitment on either side.
