Purpose of consultancy:

To provide technical support to the PRS Unit/FGL for strengthening the implementation of PRS Action Plan in WHO South-East Asia Regional Office aligned to WHO’s three-year strategy (3YS) to ensure zero tolerance to any form of sexual misconduct. Placement on the roster entails a general commitment from the external candidate to join within 2 to 4 weeks from the time a request for availability is made.

Under the overall guidance of the Director, UHC/Family Health, Gender and Life course, and the specific supervision of the Regional Adviser, Preventing and Responding to Sexual Misconduct (PRS)[1][1], and in line with the Secretary-General’s Bulletin on Special Measures for Protection from Sexual Exploitation and Sexual Abuse (ST/SGB/2003/13); the Statement of Commitment on Eliminating Sexual Exploitation, Abuse and harassment by UN and Non-UN Personnel (2006); WHO Policy on Preventing and Addressing Sexual Misconduct (2023), and in coordination and collaboration with the in-country PSEA Task Force (TF), network partners, and government counterparts in the health sector the consultant will be expected to carry out time-limited assignments in one or more of the following areas with provision of:

  1. Technical assistance at regional/country level in development of specific strategies on PRS tailored to the needs of the region and their implementation.
  2. Support capacity-building initiatives to strengthen capacities on PRS of WHO personnel and external partners and collaborators.
  3. Support mainstreaming PRS in health emergencies and or other priority community facing programmes including through collaboration with other technical units and programmes at the regional/country level.
  4. Technical inputs in planning and implementing activities at regional/country level to strengthen the evidence base for undertaking evidence-informed policy advocacy on PRS.
  5. Technical inputs in developing communication strategies, content, and advocacy materials on PRS through active dissemination of WHO guidelines and tools and through training activities.
  6. Technical inputs to strengthen partnerships with other organizations working on preventing and responding to sexual misconduct at regional/country level.
  7. Support development of proposals for resource mobilization at regional / country level on PRS, including in collaboration with other programmes and functions.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Pay Band A, B & C: University degree in social sciences, gender or women’s studies or relevant fields from a recognized university.
  • Band B & C: Master’s-level university degree in social sciences, gender or women’s studies or relevant fields from a recognized university.

Desirable: Training in relevant field

Experience

Essential:

  • At least 5 to 10 years of relevant progressive experience in preventing and responding to sexual misconduct including in humanitarian relief work, and/or in coordinating sexual and gender-based violence (SGBV) initiatives, and/or Accountability to Affected Populations (AAP), or Protection, Human rights including in a developing country context, as per the below grades:
  • Pay Band A: At least five years of experience in the area of specialization, some of which is at the international level
  • Pay Band B: At least seven years of experience in the area of specialization, some of which is at the international level
  • Pay Band C: Over 10 years of experience in the area of specialization, including considerable experience obtained in the international context

Desirable:

  • Experience of implementing/monitoring of programmes at the national level.
  • Experience in a developing country, especially in the South-East Asia Region.
  • Experience in developing and facilitating training and capacity-building activities.

Skills/Knowledge:

Essential:

  • Sound knowledge of principles of safeguarding from sexual exploitation, abuse, and harassment, tackling violence against women and gender equality programmes in public health settings.
  • Knowledge of proposal development, analysis, programme planning, monitoring and evaluation.
  • Demonstrated ability in establishment of networking with developmental partners
  • Excellent communication and presentation skills

Desirable: Excellent knowledge of MS office applications and computer skills including to make high quality technical presentations and for data analysis.

Languages and level required:

Essential: Expert knowledge of English with excellent written and verbal communication skills is essential

Desirable: Expert knowledge of regional language(s) would be an asset

Location

On-site: FGL Department, SEARO, New Delhi, and Multiple duty stations in SEAR countries.

Travel

Depending on the TOR of the consultancy

Remuneration and budget (travel costs are excluded):

  • Remuneration: USD 3,955 – USD 12,500 per month
  • Living expenses are payable to on-site consultants who are internationally recruited: Per diem as applicable to the location for the Region will be applied
  • Expected duration of contract: two weeks to 24 months (Feb 2024-Jan 2026)
