Provide technical assistance for nursing and midwifery development
You have:
- University degree in medicine, health sciences, public health or community medicine, nursing and midwifery or relevant fields from a recognized university
- Master’s-level university degree in public health or community health or nursing or midwifery, or other relevant fields, from a recognized university for Band B assignments
- At least 5 years of experience in relevant area nursing/midwifery area including in a developing country
- At least five years of experience in the area of specialization, some of which at international level for Band A
- At least seven years of experience in the area of specialization for Band B assignments
- Sound knowledge of principles of public health and health systems, nursing and midwifery programme in public health settings
- Excellent communication and presentation skills
- Excellent knowledge of MS office applications
- Expert knowledge of English with excellent written and verbal communication skills
- Knowledge of regional language(s) would be an asset
Purpose of consultancy
To support and collaborate with the Member States for further development and implementation of national policies and strategies which ensure equitable and universal access to quality health care to:
• improve health of mothers and newborn, children, adolescents, reproductive age and old age;
• promote gender, equity and human rights mainstreaming in health policies and programmes and prevent and respond to gender-based violence
Description of duties:
(Note: This is a generic description of duties developed for a roster of consultants/experts. The final terms of reference for the assignment/contract will be based on the actual requirements at the time of assignment).
Under the overall guidance of the Director, Family Health, Gender and Life-course, and Team Leads in the respective areas, i.e. Regional Adviser/Medical Officer/Technical Officer, the consultant/expert will be expected to carry out time-limited assignments in one or more of the following areas:
Nursing and Midwifery
- Technical assistance at the regional/country level for strategic guidance and operational support in nursing and midwifery education, service delivery, jobs, leadership in accordance with national, regional, global policy and strategies.
- Technical assistance to strengthen nursing and midwifery competency-based education including review/revise curriculum, faculty development, CPD and in-service training.
- Technical assistance to review, analyze, collect and collate data on nursing and midwifery workforce in countries to understand the situation and trends.
- Technical assistance to undertake research or quality improvement activities to generate evidence and information which informs policy/strategy development in collaboration with WHO collaborating centres, national centers of excellence, networks and institutions involved in public health, especially health workforce planning/nursing/midwifery.
- Technical assistance to strengthen nursing and midwifery leadership to enable their expertise and insight to contribute to policy decision-making in countries.
The Global Strategic Directions for Nursing and Midwifery 2021-2025 (SDNM) was adopted by the Seventy-fourth World Health Assembly. The SDNM, developed by evidence generated from the State of the Nursing 2020 report and the State of the Midwifery 2021 report, was the first ever nursing and midwifery related resolution to be adopted by any World Health Assembly. The 9th ICN-ICM-WHO Triad Statement (May 2022) summarizes actions to which delegates committed, relative to their respective roles and country contexts, to advance policies and investments in the education, jobs, safeguarding and protection of the health workforce, including midwives and nurses.

Qualifications, experience, skills and languages
Educational Qualifications:
Essential:
PAY BAND A, B For all assignments: University degree in medicine, health sciences, public health or community medicine, nursing and midwifery or relevant fields from a recognized university
PAY BAND B level assignments require, in addition: Master’s-level university degree in public health or community health or nursing or midwifery, or other relevant fields, from a recognized university.
Desirable: Training in relevant field
Experience
Essential:
At least 5 years of experience in relevant area nursing/midwifery area including in a developing country
PAY BAND A : At least five years of experience in the area of specialization, some of which at international level
PAY BAND B : At least seven years of experience in the area of specialization, some of which at international level
Desirable:
- Experience of implementing/monitoring of programmes at the national level
- Experience in a developing country, especially in the Region
- Experience in analyzing data and producing relevant reports with time-bound recommendations
Skills/Knowledge:
- Sound knowledge of principles of public health and health systems, nursing and midwifery programme in public health settings.
- Knowledge of proposal development, analysis, programme planning, monitoring and evaluation

Travel
New Delhi, India, and regional countries depend on the consultancy
Remuneration and budget (travel costs are excluded):
1.Remuneration: USD 3,955 – 9,980 per month
2.Living expense is payable to on-site consultants who are internationally recruited: Per diem as applicable to the location for the Region will be
applied
3.Expected duration of contract: two weeks to 24 months (July 2022-June 2025.)

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
