1. Background and Justification * Purpose of the Position

This vacancy notice will be used to establish a roster of qualified candidates for the position of Technical Officer in WHO Headquarters. Placement on the roster does not guarantee appointment to a position. Decisions on selection and appointment will be taken through a separate process.

The incumbent will work on establishing and providing oversight for newborn and child health guidelines under the overall supervision and leadership of the responsible officer in Maternal, Newborn, Child & Adolescent Health & Ageing (MCA), in collaboration with the department of Sexual Reproductive Health (SRH).

The incumbent provides senior leadership in the prioritization, conception and ensures the establishment and coordination of the guidelines and synthesizes evidence in newborn and child health. In overseeing this work, the incumbent develops and leads international collaborative efforts, engages in WHO Organization-wide initiatives, and provides senior level technical expertise into the policy development and advocacy activities in the field, contributing to the broader goal of improving maternal, newborn, child and adolescent health and rights globally

2. Job Description * Objectives of the Programme and of the immediate Strategic Objective

The Department of Maternal, Newborn, Child and Adolescent Health and Ageing supports a world where by 2030, every woman, newborn, child, adolescent and aging person in every setting realizes their rights to physical and mental health and well-being. This will be achieved by supporting WHO’s General Programme of Work and universal health coverage for all. The department provides support to countries with a focus on high burden countries to ensure evidence-based policies and strategies are in place to achieve universal access to high quality health services for maternal, newborn, child and adolescent health and ageing (MNCAH&A), and increase coverage and quality of effective MNCAH&A interventions among pregnant women, newborns, children, adolescents, young adults and older people, and to create mechanisms to measure the impact of those strategies.

* Organizational context

The Maternal, Newborn, Child and Adolescent Health and Ageing (MCA) Department sits within the Division of Universal Health Coverage-Life Course (UHL). The Universal Health Coverage across the Life course division brings together the building blocks for UHC – ensuring alignment between the systems, the financing and health workforce needed. The work is aimed at strengthening service delivery at the country level for more impact, with a people-centred focus which is built from strong primary health care, and emphasizes key areas around reproductive and sexual health and rights; maternal, newborn, child and adolescent health; and a strong focus on healthy ageing, with the aim to achieve that 1 billion more people benefit from universal health coverage. Within this Division, the specific purpose of the MCA department is to enable countries to strengthen their health systems to address population-specific health needs, reduce risk factors for ill health and address barriers to equity, across the life course and through multisectoral action.

The MCA department is made up of six units: - Maternal Health unit - Newborn Health unit - Child Health and Development unit - Adolescent and Young Adult Health unit - Ageing and Health unit - Epidemiology, Monitoring and Evaluation unit

The units work across four cross-cutting teams: - Research and Guidelines - Policies, Standards and Programmes - Epidemiology, Monitoring and Evaluation - Life-course trajectories.

Under the broad guidance of Unit Head, Newborn Health, the incumbent performs a scientific and technical leadership and reference role relating to the area of work. They will meet with and advise government officials of Ministries of Health at the highest level and other governmental bodies and with officials of national maternal, newborn, child and adolescent health programmes to promote research and programme development activities relating to maternal, newborn, child and adolescent health and rights. The incumbent will also liaise with senior officials of WHO Regional and Country Offices and officials of cosponsoring agencies to provide authoritative advice. In positioning and supporting the research agenda in this area of work, the incumbent will work with researchers of WHO Collaborating centres and other academic and research institutions. It is noted that the above responsibilities require a particular sensitivity to controversial issues relating to maternal, newborn, child and adolescent health and consistent sustained attention to gender and human rights issues; a lack of diplomacy in external contacts could adversely affect the work of the entire Organization.

The incumbent will be guided by relevant resolutions of the World Health Assembly, WHO Executive Board, and WHO Regional Committee resolutions, and other relevant advisory bodies.

The incumbent engages with scientific, technical and support staff of the team, and engages with consultants to WHO. The incumbent must be able to exercise mature judgment and sensitivity in dealing with complex situations and issues.

* Summary of Assigned Duties

Focussing on newborn and child health the incumbent will:

• Oversee and coordinate guideline development for newborn and child health, and will work as a senior technical expert to the secretariat of the Executive Guidelines Steering group for Newborn and Child Health, and under the auspices of MNCAH STAGE. Based on priorities developed, the incumbent will ensure oversight and the development and establishment of short-term operational plans and longer-term strategic plans for guidelines development and update.

• Coordinate the synthesis of evidence, carry out and commission systematic reviews of the literature in the field, and provide technical guidance to evidence-based clinical and health system guidelines.

• Build partnerships with senior officials of WHO Regional and Country Offices and officials of Cosponsoring agencies to provide authoritative advice within the field of Newborn and Child Health to position public health guidelines in national health strategies of Member States.

• Serve as a senior technical expert and advise Member States, UN agencies, other intergovernmental and non-governmental agencies on scientific and technical matters, working in close collaboration with WHO Regional and Country Offices.

• Ensure the writing, coordination of development and dissemination of technical progress reports to relevant governing and advisory bodies, WHO reporting requirements, and donors.

• Ensure adequate publication, conceptualize and draft manuscripts in the scientific literature of research outputs, and lead related communications activities to strengthen the dissemination, adaptation and use of WHO outputs by WHO Member States, working in close collaboration with the WHO Department of Communications

• Provide a senior technical leadership role and scientific reference among the peer community, Member States, cosponsors and other UN Agencies, and other stakeholders.

• Build and maintain strong partnerships with governments, NGOs, private sector and other stakeholders to generate and use evidence for increased access to maternal, newborn, child and adolescent health and rights;

• Lead fundraising and resource mobilization activities for increased financial support of this programme of work

• Carry out other tasks, as required by the Unit Head and Director.

Education Qualifications * Essential: Degree in medicine with an Advanced university degree in public health, epidemiology, or another field related to newborn and child health. Desirable: A doctoral degree (e.g. PhD) in a field related to newborn and child health.

Experience * Essential: At least 10 years of experience working on maternal, newborn and child health policies, strategies and programmes, including experience at the international level. Experience of working on guidelines development and policy formulation. At least 10 publications in the subject area in international peer-reviewed journals.

Desirable Working experience in a UN agency or an international nongovernmental organization in low- and middle-income countries.
