Travel:

Office/Unit/Project Description:

The United Nations Development Programme (UNDP) is the knowledge frontier organization for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy and programme work, carried out at HQ, Regional and Country Office (CO) levels, form a contiguous spectrum of deep, local knowledge to cutting-edge global perspectives and advocacy. Within this context, UNDP invests in a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

The UNDP Tax and TIWB Project is managed by the Bureau for Policy and Programme Support (BPPS’s) Finance Sector Hub (FSH), with resource persons embedded in the SDG Finance Teams in Amman, Bangkok, Istanbul, Panama and Pretoria.

The UNDP Tax and TIWB Project has a particular emphasis on linking tax administration and tax and fiscal policies with the broader SDGs. Building on UNDP Country Office portfolios and already existing engagements with Ministries, UNDP will bring a stronger focus on the role of tax and fiscal policy in achieving Agenda 2030. The project places a particular focus on reducing gender and social inequalities in tax and fiscal policy as well as taking forward climate action and environmental goals, and health outcomes. Representing the views of developing countries in the global normative tax discussions is critical and to this effect the UNDP Tax and TIWB Project will also work to bring evidence and perspectives from developing countries into the regional and international discussions on taxation.

Institutional Arrangement:

  • The Roster Management Analyst will report to the Global Manager UNDP Tax and TIWB Project;
  • Throughout the project, collaboration and coordination with the entire UNDP Tax and TIWB team will be required;
  • The Roster Management Analyst will work closely with GPN.

Duties and Responsibilities

Scope of Work:

To support technical assistance for the UNDP Tax and TIWB Project activities, UNDP regularly updates existing TIWB and Tax and Fiscal Policy thematic area of the SDG Finance Rosters. To further address new and increasing demands UNDP is working to launch new rosters of pre-vetted experts who can be deployed worldwide to support countries on tax and fiscal policy issues. Under the overall supervision of the Global Manager, and relevant thematic leads, the Roster Management Analyst will be responsible for core activities towards the set up, management and delivery of TIWB and Tax and Fiscal, SDG Finance Rosters. The Roster Management Analyst will act as the UNDP Tax and TIWB Project’s focal point to GPN and support various related activities across all project workstreams and thematic areas, with the duties and responsibilities outlined below:

  • Support Rosters development for the UNDP Tax and TIWB Project:
    • Support creation of new and expansion of the existing rosters across all project workstreams and thematic areas;
    • Initiate and coordinate new calls for applications to the project’s rosters;
    • Work closely with the project’s thematic leads on drafting and finalizing Terms of Reference for roster experts;
    • Submit requests for advertisement of calls for applications for roster experts to GPN;
    • Widely communicate on new calls across relevant channels both internationally and regionally to attract interest of qualified experts;
    • Reach out to relevant organisations and institutions worldwide to disseminate information on the UNDP Tax and TIWB Project’s rosters;
    • Support and coordinate the evaluation and selection process of qualified experts;
    • Long-list candidates and coordinate with relevant regional coordinators, thematic leads and technical experts on short-listing, interview questions, evaluation of interviews and experts’ references.
  • Populate and Tag Rosters for the UNDP Tax and TIWB Project:
    • Work with the GPN roster manager on registration of new experts and updates of information of existing experts;
    • Communicate with qualified experts on joining the roster and address queries they may have;
    • Ensure all experts are activated and ready to be contracted;
    • Support and coordinate the tagging of qualified experts in close cooperation with the project’s relevant regional coordinators, thematic leads and technical experts.
  • Support Management of the UNDP Tax and TIWB Project Rosters:
    • Provide support to selection and assignments of the UNDP Tax and TIWB roster experts;
    • Liaise with the GPN team on experts’ profiles and availability timelines of experts;
    • Assist with roster expert recruitments. Send requests for roster consultants to GPN, support search for experts, prepare evaluation matrix and help in arranging interviews and other steps for evaluation;
    • Request contract issuance for selected experts; follow up on contracts and required documentations;
    • Liaise with internal and external stakeholders and experts as required;
    • Create receipts for Roster experts’ consultancy fees in Atlas;
    • Initiate travel requests and flight tickets for roster experts in Atlas;
    • Follow up with experts on reporting and accountability documentation.
  • Ensure up-to-date information in regard of rosters:
    • Periodically check the GPN ACP online list of experts to ensure the information is up-to-date;
    • Keep abreast with new developments around GPN ExpRes Roster procedures;
    • Manage the project’s user access to EVA platform, for acquisition, matching and rostering of UNDP’s workforce, as required;
    • Update the project team on new policies and procedures regarding roster management;
    • Prepare information and guidance for roster experts on new policies and procedures regarding roster management as required;
    • Prepare and keep statistics on the project’s roster development and roster experts’ deployment to inform management;
    • Support the project’s effective use of digital knowledge management tools and processes;
    • Perform any additional tasks related to this assignment as required by the Project Manager.

Required Skills and Experience

Minimum Academic Education:

  • Masters’ degree in business administration, public administration, law, economics, finance, international studies, information sciences or closely related field.

Relevant Work Experience:

  • Experience in a position related to programmatic support, information management, public finance or public administration in relation to development or Agenda 2030 will be an advantage.

Desired Skills and Competencies:

  • Experience/ knowledge of developing and managing rosters of technical experts; Knowledge of personnel recruitment and/or procurement functions including drafting solicitation documents to fulfill procurement requirements (e.g., terms of references, memos, evaluation reports, interview reports);
  • IT affinity and experience of working with MS Excel, digital collaboration softwares and online recruitment tool;
  • Knowledge of and interest in public finance and domestic resource mobilisation to support achievement of the Sustainable Development Goals;
  • Knowledge and understanding of UNDP’s and/or other multi/bilateral actors in international cooperation;
  • Ability to work effectively with a diverse set of stakeholders.

Language(s) at working level:

  • Fluent in English;
  • Ability to work in any other UN language will be an asset.
