ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

Under the direct supervision of the Supply Chain Officer for Pipeline the Logistics Assistant (GS5) will manage Area Office Billing function in multiple duty stations.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food assistance to beneficiaries.
  • Create and maintain Logistics service Purchase Orders in WFP’s Information Network and Global System (WINGS) using the correct budget codes, vendor details, quantities, contract rates and contract terms.
  • Create and maintain Service Entry Sheets (SES) in WINGS after verifying that PO details are correct and are related to the services rendered prior to the approval of service delivery confirmation and taking into consideration the WFP International Public Sector Accounting Standards (IPSAS) requirements on Goods Receipt Notes (GRNs).
  • Ensure service provider’s invoices are processed & approved in Invoice Tracking System (ITS) in a timely manner based on valid contracts and following thorough verification of the invoices details.
  • Ensure problematic vendor invoices are communicated to the immediate supervisor and vendors for correction.
  • Ensure proper filing of invoices and correspondences related to Logistics funds management and invoice processing.
  • Respond to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mind-set.
  • Process documentation for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to resolve operational issues escalating various issues to the supervisor.
  • Provide guidance to other support staff, to assist them in completing standard tasks to agreed standards and deadlines.
  • Any other tasks as required.

STANDARD MINIMUM QUALIFICATIONS

Education

  • Completion of secondary school education. A bachelor's degree in Logistics, Supply Chain, Procurement, Commerce, Economics, Business Administration or Finance is desirable.

Work Experience

  • Minimum five years of relevant work experience in the field of Logistics is required.

Language

  • Fluency in both oral and written communication in English. Ability to speak fluently in Pashto and Dari.
