Objectives of the Programme and of the immediate unit or field activity:

The main objective of HIV/STI/HEP Programme is to strengthen national capacity of member states for planning, implementation and monitoring the prevention, treatment and care of HIV, STI and Hepatitis including systems strengthening and Universal Health Coverage (UHC) within the global agenda of sustainable health and development

Organizational Context:

Under the broad guidance of Director, Communicable Diseases (CDS) and the direct supervision of the Regional Adviser, TB/HIV/STI/HEP and in collaboration with concerned staff in CDS/SEARO, other departments in the Regional and WHO country offices, the incumbent will provide technical support and guidance on HIV and STI prevention, treatment and care programmes. The incumbent will coordinate initiatives for capacity building of the Member Countries for prevention care and treatment of HIV/STI with focus on vulnerable groups and key populations. S/he will also help in providing technical support for planning and management of Hepatitis prevention, control and treatment within member states

Summary of Assigned Duties:

Under the broad guidance of Director, Communicable Diseases (CDS), the direct supervision of the Regional Adviser, TB/HIV/STI/HEP and as part of the Regional HIV/STI/HEP Team, the incumbent may have the following responsibilities (duties are not all inclusive nor exhaustive):

  • Provide technical advice and support to Member States in the area of HIV/AIDS including HIV prevention activities, testing and Anti-Retroviral Treatment (ART), diagnosis and treatment of HIV-TB, viral hepatitis and kala-azar co-morbidities, with special emphasis on the promotion and implementation of newer ART guidance including, viral load monitoring, advanced HIV disease and other WHO guidelines on way to ending AIDS by 2030. Also to facilitate implementation of national strategic plan on HIV/STI in the country. Also follow up, monitor, evaluate and support the progress of work in the area of HIV and HIV TB
  • Support implementation of WHO regional work plan on viral hepatitis in member states. This includes, among others, support on development of national action plans, supporting activities related to hepatitis B vaccination, injection and blood safety, water and food safety, expansion of diagnostic and treatment services and IEC activities related to hepatitis, especially B and C
  • Provide technical support for the development of public health viral hepatitis B and C diagnosis and treatment guidelines and support in roll out of hepatitis B and C diagnosis and treatment programmes with a focus on 2025 and 2030 global and regional targets
  • Provide technical support to member states on the surveillance activities to estimate hepatitis burden including sequel assessment,
  • Support countries in accelerating STI response through burden estimates, updating strategic plans, treatment guidelines etc
  • Provide support in planning, implementation, monitoring and evaluation of an integrated M&E framework including strategic information for viral hepatitis, HIV and STIs
  • Support countries in developing plans for triple elimination –Elimination of Mother to child transmission of HIV, syphilis and hepatitis B
  • Assist in documentation, presentation and sharing best practices, experiences of viral hepatitis, HIV and STI activities in member states
  • Assist in promoting, designing, implementation of operational research on viral hepatitis and HIV
  • Assist organization meetings, conferences, seminars, trainings and public awareness raising events related to viral hepatitis, HIV and STIs
  • Liaise and maintain good working relations with national governments, non-governmental organizations, other UN agencies, partner organizations and institutions with a view to facilitate the formulation and adoption of viral hepatitis relevant policies, strategies and guidelines and to facilitate the mobilization of resources
  • Follow-up, monitor, evaluate and report on the progress of work in the area of hepatitis and HIV as required in the Region
  • Co-ordinate reporting and provide feedback on activities to key stakeholders and funding agencies
  • Undertake any other tasks/duties as assigned by supervisors.
  • Submit an end of assignment report (mandatory)

Functional Skills and Knowledge:

  • The incumbent should identify with the core values of the World Health Organization. Thorough knowledge of the situation in Member States with regard to HIV/AIDS and viral hepatitis with good understanding of country's needs and priorities, of issues and policies in various aspects of access to prevention services, care and treatment.
  • Very good knowledge of WHO/UN policies, programmes and guidelines in the related areas will be an advantage.
  • Sound technical and policy advisory skills, based on evidence
  • Leadership skills with demonstrated ability to work effectively with government and colleagues in a team setting at national and international levels, to share information and data and make oral and written presentations on technical issues.
  • Very good ability to build and maintain relations and network with national authorities and other stakeholders across relevant sectors. Understanding of the potential motivating factors within national context and ability to adjust to new approaches in an increasingly complex environment. Modern management skills (planning and evaluation, etc.)
  • Capacity to prepare terms of reference and to prepare and monitor and manage the implementation of contractual agreements. Capacity to convey information and options in a structured and credible way; ability to speak and write clearly.
  • The incumbent should coordinate with WHO HIV teams, plan, monitor and implement WHO financial and human resources effectively and efficiently for supporting the country’s response to HIV in close coordination and cooperation of concerned teams across the three levels of the Organization

Education (Qualifications):

Essential:

  • For all grades: First University degree in Medicine /Public Health from a recognized university.
  • For P4 grade and above: Advanced University degree (e.g. Master’s level) in Medicine/Public Health or higher qualifications in relevant field.

Desirable:

For All grades: International training in epidemiology, programme management, public heath etc

Experience:

Essential: At least 5 to 7 years’ experience in related area including some years of international exposure as per the below grades:

  • For P3 grade: At least five (5) years of experience in monitoring and review of HIV/STI Programme management/ Project management in a developing country including experience in analyzing relevant data and producing relevant reports with time-bound recommendations

  • For P4 grade: At least seven (7) years of experience in monitoring and review of HIV/STI Programme management/ Project management in a developing country including experience in analyzing relevant data and producing relevant reports with time-bound recommendations

Desirable:

For all grades

  • Experience of participation in independent as well as joint international Technical Assistance/ review mission in relevant field in country of the WHO South-East Asia Region;
  • Monitoring progress of donor assisted projects/ programmes in countries
  • Provide trainings and conduct workshop in relevant field – individually or as institutional arrangements

Languages: Excellent knowledge of written and spoken English.

Other Skills (e.g., IT): Excellent knowledge of MS Office applications and computer skills for making high quality technical presentations.

ADDITIONAL QUALIFICATION

  • This requisition is created for roster selection of candidates and Grade will be from P.3 - P.4. This VN would be used to establish a roster of qualified professional with relevant expertise to meet the surge needs in the area of viral hepatitis, HIV and STIs (HSS). The main objective of HIV/STI/HEP Programme is to strengthen national capacity of member states for planning, implementation and monitoring the prevention, treatment and care of HIV, STI and Hepatitis including systems strengthening and Universal Health Coverage (UHC) within the global agenda of sustainable health and development.
  • The grade of the position offered will be fixed based on the level of responsibilities and complexity of tasks assigned as reflected in the terms of reference.
  • The duration of temporary assignment would vary from six (6) months to one year. Any extension of contract would be subject to programmatic requirements, performance of the incumbent and availability of funds.
