Purpose of the Position

The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster for CDS programme, Nepal. Successful candidates will be placed on the roster and subsequently may be selected for the assignments falling in this area of work or for similar requirements/tasks/deliverables. Inclusion in the Roster does not guarantee selection to a SSA contract. There is no commitment on either side.

WHO Nepal Country Office supports the Government of Nepal (GoN) in formulation, implementation and evaluation of national health policies, strategies and plans as guided by the WHO Country Cooperation Strategy (CCS) 2018-22. WHO Country Office collaborates with National TB Control Center (NTCC) and EDCD and provides technical inputs to design and implement research/ surveys/ assessment for TB and other CDs for evidence based planning and better implementation of disease control and elimination.

Objective of the Position

This position is to provide technical support for data system design, data quality and data management of research/ surveys and assessments for TB and other communicable diseases.

Summary of Assigned Duties and ToR

Under the guidance of WHO Representative Nepal, under the supervision of Team Lead (CDS, WCO Nepal), in collaboration with NPOs (CDS-WHO), the National Tuberculosis Control Center (NTCC) and EDCD, the SSA to provide TA in the following tasks:

  • To provide technical support in data management process ensuring that data quality is maintained throughout the implementation of research/surveys in the following six core dimensions: accuracy, completeness, consistency, timeliness, uniqueness, and validity.
  • To provide technical support during data analysis of the survey, research and assessment including DR TB survey and patient cost survey.
  • To support data system functioning and check data for the inconsistencies and advise for the improvement to the survey team
  • To support monitoring the sample collection, timely data entry and ensure for the survey implementation timeline
  • To assess data quality issues, conduct field monitoring visits to selected sites and document the field learnings
  • To facilitate orientation/ capacity building and mentoring for NTCC, EDCD and IPs on data tools including data quality assurance mechanisms, and data storage mechanisms.
  • Other relevant tasks as assigned

Qualification required:

Education:

Essential: Master’s degree in public health/ statistics

Desirable: Trained in data quality oversight and surveillance

Experience:

Essential: At least two years’ experience in public health programs including data management, data system design for research, surveys and assessment related to the infectious diseases

Functional Knowledge and Skills:

  • Self-motivated with ability to work with a minimum of supervision.
  • Good interpersonal skills, able to work as a team member in a multi-cultural environment.
  • Broad knowledge of principles, practices, methodology, and techniques in public health and malaria interventions.
  • Experience providing continuous mentorship and capacity-building support to health facility staffs and program implementers at provincial and local levels.
  • Ability to participate actively and cooperatively in knowledge sharing forums at various levels and to coordinate with the GoN agencies and key stakeholders.
  • Ability to collect and analyse technical data and information and to draw and present conclusions.
  • Good writing skills in English and Nepali, including ability to write clear and concise progress report, analytical reports, plans and proposals.
  • Technical expertise and overall attitude at work is required as mandatory competencies.

Other Skills (eg IT):

Excellent skills in IT and data including office software applications, statistical and database management.

Ability to use digital tools to collect and process data/information.
