Contract

This is a P-3 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 5 years of experience, depending on education.

The salary for this job should be between 102,120 USD and 133,718 USD.

Purpose of the Post:

The purpose of this position is to implement the procurement, logistics and contracting services of the countries under the hub of the Western Pacific Regional Office (WPRO). The incumbent is also expected to support to country offices to ensure smooth procurement and logistics operations.

Overview of the programme: The Division of Administration and Finance (DAF) aims to provide effective, efficient and responsive administrative and financial support in the planning, preparation and implementation of activities and programmes in order to achieve WHO's mandate in the Western Pacific Region.

Organization context: Under the direct supervision of the Regional Contract Management Officer, WPRO and the guidance of the WHO Head of Office, the incumbent will implement and support procurement and logistics operations in country offices under the designated hub.

Summary of assigned duties: The Procurement Officer works closely with the Regional Contract Management Officer. Specifically, s/he will:

•Implement the procurement services for country offices on a wide range of services and commodities from market research, tendering, bid evaluation, review and award recommendation to contract management. •Administer procurement resources and ensures compliant and efficient use of standard operating procedures of procurement. •Monitors the overall activities of procurement, logistics, and contracting services for the offices through the use of the ERP and other procurement tools; providing reports, data and statistics. •Provide guidance on procurement, logistics, contracting services to managers and staff. •Assist in procurement planning and monitor the implementation of procurement work plan activities ensuring objectives and priorities are met and on track. •Ensure that tender documents are issued in accordance with the organization’s templates and procedures. •Support the capacity building for administrative and technical colleagues in country offices. •In consultation with the Regional Procurement Officer, develop standard operating procedures and working instructions for procurement and logistics operations. •Perform other duties as assigned.

Functional skills and knowledge:

Sound knowledge of procurement and supply chain policies and procedures, such as purchasing, sourcing goods and services, inventory or warehouse management, distribution. Concrete skills in implementing operations of procurement processes. Analysis skills, with aptitude/sound judgment for creative problem solving, and ability to assess a problem and determine an effective course of action. Strong computer skills in office applications including MS Excel, PowerPoint and Word.

Education:

Essential A first-level university degree in Supply Chain, Procurement, Logistics, Business Administration, Management, or in another related field.

Desirable Chartered Institute of Purchasing & Supply (CIPS) qualification or equivalent.

Experience:

Essential At least 5 years of relevant experience in procurement or supply chain management, some if which in an international context.

Desirable Experience in UN rules and procedures

Language:

English – expert knowledge required French – intermediate knowledge desirable

Other skills: MS Office Suite (Word, Excel, Outlook, Powerpoint, Visio, etc). MS Sharepoint, Workflow systems, MS Project (Professional or Enterprise).

REMUNERATION WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 79,764 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
